About The Position

Leads and provides oversight of the division in absence of the Deputy Director; provides administrative support to all divisions within the department; assists in management of spending budget allocations through various programs; serves as liaison for grants maintained by the department, researches grant programs, writes and submits grant applications. Management Scope: Manages generally 20-25 exempt and non-exempt staff and accountable for managing budget expenditures and contract community programming. Education, Experience and Training: Bachelor's Degree in Criminal Justice or job related field. Five (5) years professional level work related experience, which includes two (2) years managerial experience. Special Requirements/Knowledge, Skills & Abilities: Knowledge of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must be a Certified Probation Officer or become certified within 6 months after employment. Extensive knowledge of probation, parole, and the criminal justice system process. Must possess a valid Texas Driver's License, with good driving record. Must pass an extensive background investigation. Mandatory drug testing prior to employment and will be subject to random, unannounced drug and/or alcohol testing during employment. “Position requires working with juveniles who may have committed dangerous/aggressive acts; should possess a high tolerance for working in an emotionally demanding/stressful work environment.” Physical/Environmental Requirements: · Standard office environment. · An employee may be transferred to another department, shift, location, or facility based on the needs of the Department. · Working in a 24-hour facility may make the employee subject to working mandatory overtime or remaining on duty and working all, or a part of, an additional shift (“double shift”). · The incumbent is / may be considered to be ‘essential personnel' subject to being held over or called back to a work location or alternate site at all times. When required, you will be notified by your supervisor. Must be at least 21 years of age (for applicable positions) and must pass all portions (physical/written) of the Juvenile Academy to continue employment or all standards related to PREA and Ethics for specific positions.

Responsibilities

  • Oversees all departmental federal, state and local grants, applications and reports.
  • Facilitates, reviews, and edits grant proposals; compiles data regarding funding sources and awards; and inputs and retrieves data.
  • Produces all necessary reports for compliance and status updates.
  • Manages the emergency evacuation plan, JDAI (Juvenile Detention Alternatives Initiative) and YSAB (Youth Service Advisory Board) community program funding responsibilities.
  • Manages the Training Division, Office Services and Record Management division, the PACT (Positive Achievement Change Tool) Assessment and JCMS (Juvenile Case Management System).
  • Conducts research on potential funding sources and maintains contact with external agencies.
  • Provides timely advice and information on funding opportunities, requirements and procedures; and collaborates in defining and implementing project-funding strategies.
  • Assists in the preparation of grant applications and submits applications to funding agency or foundation.
  • Assists departmental personnel in writing periodic reports to comply with grant requirements.
  • Develops program goals and objectives, outlines use of funds, and explains procedures necessary to obtain funding.
  • Serves as Administrative Co-Chair of the Case Planning and Review Committee and provides oversight of all court related recommended decisions regarding contractual and private placement and commitments to the Texas Youth Commission.
  • Performs other duties as assigned.
