About The Position

Haverford Township is looking for a skilled and motivated Deputy Director of Code Enforcement to help lead a busy, high‑impact department that plays a central role in community safety and quality of life. This is a senior leadership position that blends daily operational oversight with long‑range planning, staff development, and technical expertise. Reporting to the Director of Community Development, the Deputy Director is a key member of the leadership team and helps guide the department’s overall direction, service standards, and regulatory consistency. Requirements

  • Graduation from an accredited college or university with a bachelor’s degree preferred; equivalent combination of education and progressively responsible experience in code enforcement, construction, or municipal operations will be considered.
  • 5–7 years of progressively responsible experience in code enforcement, construction, or a related field.
  • Demonstrated supervisory or management experience.
  • Strong leadership, organizational, and decision‑making skills.
  • Ability to manage competing priorities and complex workflows.
  • Effective communicator with staff, residents, elected officials, and outside partners.
  • Ability to interpret and apply regulations consistently and defensibly.
  • Proficiency with permitting and software systems (Microsoft Office Suite, Traisr, etc.).
  • Valid driver’s license required.
  • Ability to work under adverse conditions and adapt to challenging situations.
  • Comfortable multitasking in a fast‑paced environment with frequent interruptions.
  • ICC Property Maintenance
  • ICC & PA UCC Residential Certifications in: Building Plumbing Mechanical Energy
  • Required certifications must be obtained within a timeframe established by the Township based on operational needs.

Responsibilities

  • Provide daily leadership and direct supervision to inspectors, plan reviewers, and administrative staff.
  • Oversee Codes Department operations to ensure efficient workflows and consistent, high‑quality service.
  • Mentor and evaluate staff, set performance expectations, and support professional growth.
  • Administer and enforce the Pennsylvania UCC, ICC codes, and Township ordinances.
  • Conduct and review inspections for residential and commercial construction.
  • Oversee the issuance of permits, licenses, and certificates of use and occupancy.
  • Serve as the department’s resource for complex code interpretations and sensitive enforcement matters.
  • Manage escalated complaints, violations, and compliance cases.
  • Represent the Township in hearings, appeals, and court proceedings.
  • Review and refine operational processes, including permit intake, plan review timelines, and inspection scheduling.
  • Maintain accurate documentation for inspections, permits, and complaints.
  • Work closely with Public Works, Planning/Zoning, and outside agencies on development and code‑related issues.
  • Assist with managing consultants, contractors, and subcontractors supporting departmental projects.
  • Perform other duties as assigned by the Director of Community Development.
