About The Position

Cook County Bureau of Human Resources is seeking an experienced Deputy Director, HR responsible for supporting senior leadership in managing daily Human Resources (HR) operations, including workforce development, training, compliance, HR technology, leave management, and cross-functional collaboration. The role provides confidential consultation to leadership and works closely with HR teams to assist with policy development, identify organization-wide training needs, and analyze HR metrics. Additional responsibilities include fostering a positive work culture and overseeing administrative tasks such as maintaining accurate employee records. Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree or higher and
  • Four (4) years of human resources or directly related experience or
  • An equivalent combination of education and/or experience.
  • Knowledge of human resources administration and personnel management, particularly within the context of a large municipal governmental setting.
  • Knowledge of federal, state and county laws, regulations and ordinances governing employment in the public sector and the relationship between employer and employee.
  • Strong communication skills with ability to explain policies and procedures clearly to various audiences. Strong interpersonal skills to communicate effectively with employees, management, vendors, and consultants.
  • Skilled in research with the ability to analyze and interpret new and existing HR policies and practices. Ability to maintain confidentiality and handle sensitive employee information with discretion.
  • Ability to provide strategic leadership, insight, support, and direction to support the unit's mission and goals.
  • Ability to implement the strategic vision of a department or organization-wide function.
  • Ability to solve complex problems that have long-term impact on the unit and organization.
  • Ability to implement plans and objectives and oversee the efficiency and performance of specific processes and operations.

Nice To Haves

  • Graduation from an accredited college or university with a Master’s Degree in Human Resources, Business, Public Administration, Sociology, Political Science or Labor Relations or a Juris Doctor (JD).
  • Six (6) years of human resources experience.
  • Four (4) years of previous management or supervisory experience.

Responsibilities

  • Coordinate the efforts of HR work unit managers and provide regular, confidential consultation to senior leadership.
  • Assists in the development, implementation, and maintenance of HR policies and procedures to ensure compliance with legal requirements and promote a positive work environment.
  • Collaborate with bureau/department managers to identify training needs and develop programs to enhance employee skills and competencies.
  • Compile and analyze HR metrics to track key performance indicators and identify areas for improvement.
  • Prepare regular reports for senior leadership on HR activities and initiatives.
  • Implement initiatives to foster a positive work culture, improve employee morale, and enhance overall employee satisfaction.
  • Oversee HR administrative tasks, including maintaining employee records and managing HRIS systems.
  • Performs other duties as assigned.
