The Deputy Director for Health Economics supports the Health Services Cost Review Commission (HSCRC) in its mission to improve healthcare quality and patient experience, improve population health and health equity, and control the cost of healthcare for Marylanders. This position plays a key role in developing and implementing new policy related to hospital costs and health delivery system reform in consultation with internal and external stakeholders. This position has two primary responsibilities: (1) evaluating the State’s performance on the AHEAD model and related value-based programs, and support relevant policy development, stakeholder communication, Commission discussions and CMMI negotiations and (2) monitoring and evaluating the effectiveness of HSCRC policies related to hospital global budgets and financing, and leading the revision of existing policies and the implementation of new policies including leading qualitative and quantitative analytics, handling stakeholder communication and presenting recommendations to the Commission. Within these responsibilities the position will also play a role in discussions and negotiations with industry around both broad and specific policy cases. The work requires strong analytical skills, a deep understanding of healthcare and hospital financing, comfort with statistical evaluations and techniques and a strong grasp of healthcare claims analysis. This role is a key member of HSCRC staff, and the occupant must be comfortable providing leadership in both internal and external settings, presenting in public forums, discussing analytics and ideas with industry experts and negotiating on behalf of the HSCRC. Experience designing and evaluating value-based payment models and knowledge of Medicare payment systems is also desirable.
