About The Position

Reporting to the Director of Aviation, the Deputy Director, Commercial Development will lead the development and implementation of strategies for the preservation and enhancement of revenues at the Port Authority’s five-airport system, including concessions strategy, transportation revenues, and aviation fees. The portfolio also includes parking and ground transportation management, cargo and airport support commercial development, and oversight of property development and management, and lease operations. Managing a division of over 30 people, the Deputy Director is an executive leader who plays a critical role in setting and executing the business strategy for JFK, EWR, LGA, SWF, and TEB airports.

Requirements

  • Bachelor’s Degree in Business Administration, Finance, Economics or a related field from an accredited college or university. Advanced degree in aviation management, business, public administration, or law is desirable.
  • Superior leadership and management abilities acquired through a demonstrated record of increasingly responsible jobs in the business, finance or real estate fields.
  • At least 15 years of progressively responsible experience in property and/or revenue strategies; or business or financial analysis
  • Experience developing and fostering internal and external relationships
  • Experience in creating and giving effective presentations to executive staff

Responsibilities

  • Oversees a team of Property & Commercial Development Managers, guiding their lease negotiation strategies to maximize return on investment at Newark Liberty, JFK, LaGuardia, and Stewart Airports
  • Negotiates major terminal redevelopment efforts at JFK, EWR and LGA airports
  • Sets direction for the development of strategic space utilization plans in support of the department’s land use planning goals, and a strategic plan for the long-term use and replacement of current facilities
  • Directs major policy decisions related to audit compliance, accounts receivable, lease administration and business development.
  • Working in close coordination with the Aviation Financial Services team, manages the development of recovery fee strategies and negotiations of the cost recovery agreements with our airline partners, including flight fees, air train, fuel fees, CHRP, and other recovery fees
  • Ensures flight fee strategies align with departmental revenue objectives and applicable FAA standards
  • Leads the development of airline rates and charges consultation packages and other financial and capital development reports to airlines and airline liaison offices, with the goals of communicating the value proposition provided to airlines users, promoting transparency, and enhancing productive dialogue.
  • Develops commercial strategies for terminal concessions, advertising/ sponsorships, on/off-airport rental cars, off-airport parking, and other ancillary concessions to optimize revenues and create alignment with the Aviation Business Plan and other agency objectives
  • Evaluates the concession program’s financial performance, and works with concessionaire leadership to optimize revenues
  • Leads the development of strategic plans including recommendations for building and enhancing the terminal concessions program.
  • Leads comprehensive parking and ground transportation management programs across the Port Authority’s airport system, including the ongoing evaluation of new product offerings to promote increased revenues and operational efficiency while also promoting customer perception of value for money
  • Guides the development and oversees implementation of strategies for parking yield management initiatives including pre-booking and dynamic pricing designed to promote increased revenues and congestion management with the goal of long-term development of in-house capability
  • Guides the development of and oversees implementation strategies for airport access initiatives designed to promote increased revenues and congestion management with emphasis on external agency collaboration, stakeholder engagement and consultation, and dynamic implementation adapted to ongoing development at our airports
  • Guides staff to ensure that contracts and initiatives are adaptable to meet changes in the airport ground transportation and parking industries, and maximize revenue generation opportunities created thereby
  • Collaborates with the Aviation Department’s customer experience (CX) division to identify and implement initiatives for enhanced customer service in the provision of ground transportation and parking services.
  • Drives commercial strategies, and guides implementation plans, for development of ancillary commercial development at airports including hotels, office space, meeting centers, and other commercial offerings outside of terminals based on global best practices to optimize revenues, services to the airport community, and create alignment with the Aviation Business Plan and other agency objectives
  • Identifies and directs strategic implementation of initiatives for other innovative revenue opportunities.
  • Guides cargo revenue management, cargo planning, cargo capacity analysis
  • Guides definition of future potential markets and implementation of a strategic market expansion strategy, identifies growth markets, and ensures correct market focus
  • Guides allocation of resources to enable future agency growth in a new cargo portfolio of international partners and global customers, including airline cargo teams and freight forwarders
  • Oversees the advancement of the air cargo agenda for the Aviation Department and guides the development and implementation of an air cargo business/marketing plan.
