About The Position

The Deputy Chief of Training is a fulltime responder responsible for coordinating and developing the Fire Department's training and professional development programs including the management of all training initiatives, Fire Academy and Officer Development Program. This position also manages logistics for the department.

Requirements

  • Holding an officer position and having five years training and experience as a firefighter
  • Demonstrated experience and competence with Microsoft Office Suite.
  • Five years of increasingly responsible experience managing, developing, and delivering training.
  • Valid driver’s license with good driving record.
  • Certified NFPA 1001 Firefighter I & II, NFPA 1041 Fire Instructor I, and NFPA 1021 Fire Officer I.
  • Training in NFPA 1043 Live Fire Instructor in Charge and Fire Instructor II. Certified within 1 year of hire.
  • Completed National Incident Management System (NIMS) course IS 100, IS 200, and IS 700.
  • Local Hazard Zone (Blue Card) Certified within 6 months of hire.
  • Licensed Fire Fighter by the state of Minnesota or ability to obtain within 6 months of hire.
  • Certified First Responder.
  • Must live within a 25 minute drive of any Elk River fire station within six months of hiring.

  • Management experience in supervision, administration, and training.
  • ICS/NIMS Certification.

Responsibilities

  • Performs fire suppression and emergency response
  • Formulates response strategies in accordance with predetermined standards; determines the nature of the incident and facilitates the plan of action; assigns staff to specific task.
  • Fills incident management roles as necessary, as assigned, and/or as required/outlined by department policies or procedures at fire, medical, hazardous materials, technical rescue, and/or largescale emergencies until relieved by a higher command authority.
  • Performs structure and wildland fire suppression, ventilation, rescue, salvage, overhaul, extrication, emergency medical support, hazardous materials response, and other emergency response functions.
  • Responds to hazardous material emergencies; identifies potential hazardous materials situation; determines strategy for dealing with incident; follows evacuation procedures, including handling of contaminated patients; supports mitigation and decontamination activities.
  • Performs rescue efforts and determines tactics to use while ensuring the safety of all rescue personnel and observers; participates in search operation and enters hazardous environments; administers appropriate techniques to accomplish rescue.
  • Manages, directs, leads, supervises, and coordinates special programs, teams, and functions assigned under the operations divisions.
  • Ensures the investigation of all fires as outlined by department policy and state statute.
  • Responds outside of regular working hours to large emergency scenes and assists with incident management.
  • Manages, develops, and ensures successful delivery of all training for the department.
  • Develops short- and long-term training plans to ensure adequate and well-trained response to calls for the entire spectrum of emergency service calls.
  • Ensures all firefighters meet or exceed state and federal standards for their respective positions.
  • Establishes department standards and policies related to training.
  • Addresses individual or team performance issues.
  • Facilitates significant incident debriefings, identifies area of improvements, and implements subsequent changes.
  • Develops short- and long-term objectives to ensure the long-term safety and education of residents and business owners.
  • Develops annual training and prevention budgets, works collaboratively with command staff on department budget and participates in the capital planning process.
  • Negotiates contracts for related services or materials on behalf of the department.
  • Develops fire department leadership by establishing training and officer enrichment goals and objectives, motivating performance, and providing regular feedback and coaching.
  • Under direction, plans, organizes, directs, and coordinates the Elk River Fire Academy.
  • Develops and coordinates academy schedule for coursework and hands-on training.
  • Coordinates instructor cadre and scheduling Ensures compliance with MN firefighter I, II and Hazmat 1072 certifications for all cadets and NFPA 1001 and 1072.
  • Assists when needed with instruction of the academy classes.
  • Organizes the academy graduation ceremony.
  • Manages department Logistics Ensures that all apparatus, equipment, and facilities for the department are in a continual state of readiness.
  • Develops and implements plans for apparatus and equipment repair, replacement, and preventative maintenance.
  • Coordinates all required annual equipment and apparatus testing as required by various standards and maintains proper records.
  • Monitors building systems and ensures operability.
  • Establishes and maintains an inventory control system and manages the procurement, inventory, storage, and distribution of all commodities including office supplies.
  • Serves as the department’s Uniform Manager.
  • Researches vendors, pricing, and service agreements for recommendation to the fire chief.
  • Monitors budget account balances and expenditures related to logistics.
  • Inventories all equipment and supplies for Fire & Fire/Rescue.
  • Performs other essential job duties.
