Deputy Fiscal Chief under general supervision, with wide latitude for the exercise of independent judgment, performs difficult and responsible work in accounting and auditing and/or supervises a clearly differentiated accounting unit or auditing group comprising a substantial accounting staff. The Deputy Fiscal Chief responsibilities include, but are not limited to the following: - Conducts audits of the accounts of City agencies. - Participates in and reviews the processing of fiscal documents, financial statements, and the accounting for the receipt, deposit and disbursement of large sums of money. - Performs work using information available in various phases of the accounting systems and account relationships. - Examines, analyzes, reconciles, adjusts and prepares reports and correspondence affecting various accounts. - Prepares worksheets or reports reflecting the examination made, discrepancies noted and the corrective entries required to adjust accounts. - Participates in and reviews audit work paper and audit reports. - Participates in and reviews the analysis and interpretation of accounting data, budgets, financial statements and reports. - Interprets rules and regulations, methods and procedures for subordinates. - Advises subordinates on procedures to be followed in unusual and exceptional cases. - Assigns work and evaluates the quantity and quality of work performed by the accounting staff. - Reviews reports and completed assessments submitted by subordinates. In the temporary absence of supervisor, may perform duties of that position. ADMINISTRATIVE STAFF ANALYST ( - 1002A Qualifications 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
