This role serves as a full line supervisor managing delivery of EAS development and platform services, creating and interpreting complex vendor contracts, and estimating and securing associated resources to design, develop, deploy, and maintain enterprise platforms and solutions. In addition, you will participate in top level management meetings and direct technical program budget preparations and controls appropriation of technology expenditures. This position is responsible for establishing and managing multiple goals and objectives for Enterprise Application Services to support the achievement of Key Performance Indicators, standards, and key strategies for success in various enterprise solutions for System Engineering. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in management information systems, information technology, computer science, or a directly related Information Technology field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization.
  • Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.

Nice To Haves

  • Ten (10) years of professional experience managing complex IT portfolios, coordinating resources, timelines, and deliverables across multiple concurrent initiatives, with proven expertise in IT program/project management.
  • Ten (10) years of professional experience in software development and technical solution architecture, including roles such as application developer, database administrator, or systems engineer delivering robust, secure, and maintainable systems across enterprise platforms such as .NET, Power Platform, Salesforce, and Adobe Experience Manager (AEM).
  • Eight (8) years of professional experience in IT strategic planning, including estimating development efforts, defining cost recovery models, and contributing to long-term application modernization strategies, while ensuring alignment with IT governance frameworks, fiscal accountability, and cloud adoption or migration strategies within enterprise environments.
  • Eight (8) years of professional experience fostering collaboration among multidisciplinary system engineering teams, executive leadership, and external stakeholders, effectively navigating organizational complexity to drive consensus and achieve strategic objectives.
  • Five (5) years of professional experience in a senior leadership role directing enterprise-level application development and system engineering operations, including overseeing cross-functional technical teams and delivering scalable enterprise solutions.
  • Working knowledge of audit and compliance standards, including National Institute of Standards and Technology (NIST) guidelines, with experience designing, implementing, and monitoring audit controls across application development pipelines, CI/CD processes, and enterprise deployment practices to ensure operational compliance in large enterprise or public sector environments.
  • Working knowledge in performance management, including setting annual goals and objectives, conducting formal performance evaluations, and aligning team outcomes with organizational priorities and programmatic goals.
  • Ability to analyze complex administrative challenges, identify root causes, and implement strategic result-driven solutions that enhance operational efficiency and organizational effectiveness.
  • Ability to develop and maintain cooperative working relationships with staff, managers, executives, and external stakeholders, fostering collaboration in resolving sensitive administrative issues and supporting subordinate team members or project staff.
  • Demonstrated verbal and written communication skills to present administrative information clearly and precisely to diverse stakeholders including executives, managers, staff, subordinate staff, and external auditors.

Responsibilities

  • Subject to management approval, serves as the Deputy Chief of Enterprise Application Services (EAS) System Engineering for the Department of Innovation & Technology (DoIT), providing onsite administrative oversight and direction to all activities and responsibilities of the EAS System Engineering Division and for the quality assurance platforms and operations.
  • Manages delivery of EAS development and platform services, developing and interpreting complex vendor contracts, estimating and securing associated resources to design, develop, deploy, and maintaining enterprise platforms and solutions.
  • Participates in top level management meetings and keeps the Chief of Enterprise Application Services and other EAS Deputies apprised of engineering roadmaps, relevant project progress, problems, or ay matters relative to Department policies, procedures, goals, and/or objectives.
  • Directs technical program budget preparations and controls appropriation of technology expenditures and analyzes and provides management with justification of expenditures as well as information on feasibility, availability, and pricing of technologies and services.
  • Establishes and manages multiple goals and objectives for Enterprise Application Services to support the achievement of key performance indicators, standards, and key strategies for success in various enterprise solutions for EAS System Engineering.
  • Serves as an official spokesperson for the EAS System Engineering group and speaks on behalf of the Department and the Chief of Enterprise Application Services as needed.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
