About The Position

The Deputy Chief, Enterprise Planning & Performance is responsible for strengthening enterprise performance and overseeing the Metro Service Performance and Planning & System Development divisions. This role ensures that system planning, measurement, and evaluation align with organizational goals, community needs, and operational realities while maintaining regulatory readiness and advancing continuous improvement. The Deputy Chief collaborates across the organization and with external partners to enhance accountability, improve outcomes, and support informed decision‑making.

Requirements

  • Expertise in transit system performance, planning, and regulatory requirements (e.g., Title VI, NTD).
  • Strong analytical ability to interpret complex performance, financial, and operational data for strategic decisions.
  • Advanced skill in developing and leading enterprise performance frameworks and accountability systems.
  • Exceptional communication skills to distill complex information for executive and board audiences.
  • Demonstrated experience working with external partners, government entities, and community organizations.
  • Proven ability to lead cross‑functional teams and influence without direct authority.
  • Strong strategic planning and systems‑thinking capabilities.
  • Skill in identifying organizational risks, diagnosing root causes, and guiding mitigation strategies.
  • Demonstrated ability to lead change and embed continuous improvement practices across departments.
  • High political acumen and ability to navigate complex stakeholder environments with sound judgment.
  • Masters required
  • Business administration, public administration, policy, or related field.
  • 10 years, minimum required.
  • Minimum of (10) ten years of related professional experience; minimum of (5) five years of executive or senior leadership experience in performance management, systems improvement, or organizational effectiveness.

Responsibilities

  • Establishes systemwide performance frameworks, metrics, and accountability structures across service quality, equity, reliability, productivity, and customer experience.
  • Oversees creation of decision-ready dashboards, reports, and performance review processes.
  • Defines expectations for how performance and planning data are interpreted and used for decisions and regulatory needs.
  • Partners with IT leadership to ensure strong data governance, quality, and accessibility.
  • Provides executive leadership and the Board with clear insight into system performance, trends, and risks.
  • Provides executive oversight of the Planning & System Development Division to maintain a strategic, forward‑looking planning function.
  • Ensures integration of long-range visioning, strategic service planning, and near-term service implementation.
  • Oversees planning activities including long‑range visioning, strategic service design, short‑range planning, scheduling coordination, and planning policy development.
  • Ensures planning efforts are data‑informed, equity‑centered, and aligned with capital planning, funding, and operational capacity.
  • Strengthens Planning’s role as a strategic advisor by ensuring recommendations are actionable and aligned with enterprise priorities.
  • Oversees compliance with National Transit Database (NTD) reporting, Title VI, equity analyses, and related regulatory requirements, ensuring audit readiness.
  • Identifies and mitigates system-level performance and compliance risks.
  • Leads performance-driven improvements across departments.
  • Supports testing and scaling of innovative approaches that enhance service effectiveness.
  • Embeds continuous improvement into leadership and operational routines.
  • Serves as a senior representative with local governments, community organizations, and system partners.
  • Aligns external partnerships with organizational outcomes, performance goals, and system needs.
  • Advises the COO and Executive Leadership on readiness, performance trends, risks, and service effectiveness.
  • Integrates planning, performance, and compliance perspectives across departments to improve coordination and execution.
  • Provides strategic oversight to the Senior Director of Metro Performance and the Assistant Executive Director of Planning and Systems.
