About The Position

Assists with the management and direction of daily operations of the Building Inspection Division of Community Development. Ensures compliance with applicable building codes; assists Chief Building Official in establishing and monitoring division policies and procedures. (The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. Mesa County reserves the right to modify or change the duties or essential functions of this job at any time. All responsibilities may not be performed by all incumbents.) Acts in the capacity of the Chief Building Official in the absence of the Chief Building Official. Supervises and directs the work of subordinate staff; ensures that qualified personnel are hired, ensures that quality work is performed by the staff, and monitors productivity/work flow and resolves problems to ensure deadlines are met. Oversees training and continuing education for the department’s advancement in new technology. Oversees transitioning from paper to electronic filing system. Assist others with department’s software requirements. Assists with the preparation of the annual budget for the division; performs financial analyses of division operations, and conducts periodic budget performance evaluations. Communicates division policies and procedures to ensure the safe condition of buildings. Coordinates with the Chief Building Official in deciding appropriate actions to take in dealing with violations. Assist the Chief Building Official in coordinating with the County Attorney’s Office on deciding appropriate actions to take in dealing with violations. Confers with the Chief Building Official to keep him/her informed on key issues and progress toward objectives and to gain their support and approval; makes recommendations to assist management in making needed improvements. Oversees the building code compliance program within the building department. Coordinates with the Chief Building Official in deciding appropriate actions to take in dealing with these violations. Monitors the certification and training requirements of direct reports to assure they have achieved or are working on necessary levels of certification and training. Assures assignments are made on the basis of qualifications. Collaborates, persuades, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Ensures that all codes are interpreted properly and updated regularly. Provides prompt and courteous responses to inquiries from public, contractors, Registered Design Professionals and co-workers. Receives and responds to public concerns regarding code violations relating to health, safety, and/or welfare. Addresses internal and external complaints in a non-biased and professional manner. Conducts joint inspections with Fire Prevention officials, Health Care agencies and any and all public and private agencies related to the safe use and occupancy of buildings. Attends staff meetings, seminars, and training sessions; maintains current knowledge of recent code developments, construction practices, and building products. Utilizing computer, locates permit and inspection information; maintains familiarity with office computer system; assists with liquor and open records requests. Oral and written communications must be clear and effective. Performs other related duties as assigned.

Requirements

  • Bachelor's degree in engineering, planning, public administration or related field and 10 years of progressively responsible experience.
  • Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
  • ICC Commercial Building Inspector Certification
  • ICC Commercial Plumbing Inspector Certification
  • ICC Commercial Mechanical Inspector Certification
  • ICC Commercial Building Plans Examiner Certification
  • ICC Building Official Certification within 1 year of hire

Nice To Haves

  • ICC Residential Electrical Inspector Certification or equivalent
  • (Or other ICC certifications or equivalent approved by Chief Building Official)
