About The Position

The Department of Healthcare and Family Services is seeking a highly capable and experienced professional to serve as the Deputy Administrator for Eligibility Data and Systems in the Division of Medical Eligibility. The ideal candidate for this challenging and rewarding role will have management and supervisory experience in a government agency, with a focus on medical eligibility for medical programs. The ideal candidate will demonstrate the ability to exercise sound judgment in the identification of priorities, to work collaboratively with internal and external partners, proactively address issues, and ensure timely completion of all work. The candidate will exhibit strong leadership skills to achieve set goals while demonstrating independent initiative and possess strong written and verbal communication skills. Requirements

  • Requires knowledge, skill, and mental development to completion of four (4) years of college
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
  • Requires completion of a background check and self-disclosure of criminal history
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
  • Requires ability to utilize state issued equipment such as cell phone and laptop
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.

  • Six (6) years of professional experience interpreting and implementing state and federal Medicaid and child health insurance laws
  • Six (6) years of professional experience representing a program area or organization with public establishments, service providers, legislators, regulatory agencies, and the public
  • Six (6) years of professional experience supervising professional staff
  • Six (6) years of professional experience developing and maintaining effective working relationships with an organizational head and other senior leadership

Responsibilities

  • Subject to management approval, serves as Deputy Administrator for Eligibility Data and Systems for the Division of Medical Eligibility by managing the medical eligibility system administered by the Department and overseeing eligibility data integrity and reporting
  • Serves as full line supervisor
  • Plans and directs complex technical operations relating to the development and administration of assigned program areas in the Division
  • Develops and implements data governance policies and procedures to ensure effective data management, security, and integrity
  • Represents the Administrator by serving on advisory committees, conducting public presentations, and testifying before the General Assembly
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above
