About The Position

In accordance with RNP's Mission Statement, Philosophy of Client Care and Code of Ethics as stated in the Personnel Policies and under the supervision of the Chief Program Officer, the Department Head of Residential Treatment Services supervises, directs and coordinates activities of RNP inpatient and residential clinical programs by performing the following duties personally or through direct report supervisors.

Requirements

Master's degree, licensed in behavioral science and eight (8) years’ experience working with clients with substance use, mental health or co-occurring disorders or an equivalent combination of education and experience.
Four (4) years in an administrative or supervisory capacity
Considerable knowledge of the principles, organizational function, and administration of community services, including but not limited to, substance use, mental health, homelessness, and administration of behavioral health services.
Considerable knowledge in the practice of integrated models of assessment, intervention, and recovery.
Knowledge of and ability to apply management principles and techniques.
Knowledge of federal and state laws and regulations regarding client confidentiality and medication assisted treatment.
Excellent verbal and written communication skills.
Ability to establish and maintain cooperative professional relationships.
Ability to project a professional image.
Detail-oriented and excellent organizational skills required.
Proven interpersonal skills and supervisory ability.
Knowledge and expertise of program development issues within the behavioral health field.
Considerable knowledge in the practice of integrated models of assessment, intervention, and recovery.
Incumbents must be independently licensed by the State of Connecticut, Department of Public Health in Social Work, Professional Counseling or Marriage and Family Therapy.
Flexible Schedule required due to programs operating 24/7; Some evening hours required.
Valid Connecticut driver's license required.

Responsibilities

Plans, directs, coordinates, and supervises Directors of residential treatment programs (First Step, Horizons, New Prospects.
Schedules, coordinates, and facilitates monthly meetings with residential managers to promote standardization to the extent feasible, collaborative teamwork and enhanced systems of care
Ensures program always achieve maximum utilization of census. Develops and provides strategies with residential leadership when barriers to full utilization are identified.
Develop and implement program and agency growth strategies related to census improvement, interdepartmental referrals, revenue generation and community partnerships.
Works with Department Heads to ensure interdepartmental referrals/admissions across agency and cross-collaboration.
Attend program staff meetings on a regular basis.
Assists in the establishment of program policies, procedures, innovation, and enhancement in cooperation with RNP managers and Chief Program Officer (CPO).
Assumes an active role in continuous quality improvement systems to ensure effective service delivery while meeting or surpassing all established outcome measures.
Provides formal clinical and administrative supervision as required and documents supervision sessions.
Seeks funding and participates in grant writing in conjunction with CPO and CEO.
Collaborates with RNP managers and administrators to promote improved systems with IT, Operations, HR, and Finance.
Ensures contract compliance with funding sources, regulatory bodies and adherence to all 1115 requirements.
Submission of abstracts and presentations at state and national levels to promote agency growth and recognition.
Collaborate with CFO and CPO or designee in budget preparation and monitoring of revenues and expenditures to ensure program is financially sustainable. Reviews and provides feedback on financial reports and statistical data.
Professionally represents RNP in meetings with other community providers.
Provides Clinical on-call support to all RNP Residential Programs.
Follows through with assigned projects or tasks with diligence and within deadline.
Attends RNP manager meetings.
Assumes all other appropriate duties as deemed necessary by the supervisor.
Develops strong professional relationships and network in the community.
Consistently puts forth team building efforts. Inspires and motivates direct supervisees and all staff.
Works in collaboration with RNP Quality Department and Director of Compliance to ensure programs meet/exceed quality measures.
Provides routine updates to immediate supervisor regarding contract compliance, program milestones, achievements, and obstacles with proposed solutions.
Ensures that reports are compiled, prepared, and submitted in a timely matter to funding sources and departments within RNP as necessary.
Ensures productivity standards of staff are met and addressed in a timely manner.
Reviews Electronic Health Records (EHR) data or Chart Documentation a minimum of three times per week; addresses concerns and issues proactively and develop services, solutions, and initiatives.
Ensures all residential programs operate a full capacity and utilization.
