About The Position

This position is for Defense Information Systems Network- Infrastructure Services (DISN-IS) Liaison of the C5I Requirements Directorate (N6), supporting the Programs (N66) Division, at the Navy Information Dominance Forces (NAVIFOR) Headquarters. The Naval Circuit Management Office (NCMO) develops and manages the strategies for the Department of the Navy's portion of the DISN-IS and non-DISN-IS, Including global subscription and capacity planning. This includes the ordering, consolidating and Integrating of all Navy terrestrial long haul communications requirements and associated program planning actions under the Department of the Navy (DON). As DOW’s Program Manager for the Terrestrial long Haul Leased program, the NCMO provides centralized management for funding and record-keeping which enables the DON to have a one-stop-shop for the terrestrial long haul leased requirements in support of the Department of War's (DOW) DISN-IS and access program. This further satisfies DOW’s requirement for a centrally managed process to track and account for long-haul telecommunications management and resources. This DISN Infrastructure Services (DISN-IS) Liaison position is located on the Department of Defense Suffolk Complex, Suffolk, Virginia. The DISN-IS Liaison serves as the control of the DON funding for the DISN-IS nodes and coordinates with agencies to appropriately manage the sharing of all DISN-IS Sites. The DISN-IS Liaison establishes and maintains a complete DON inventory of all DISN and Commercial leased Telecommunications circuits and equipment. Serves as an expert of the DISN-IS Site database to include DISN-IS Site circuit Identification, bandwidth, services provided, ENR (aka…Facility Codes), and circuit GEOLOC (Geographical Location). Maintains Inventory of all DISN-IS Sites with subscription relevant information, both current and projected DISN-IS site, as changes are made to the site's configuration. Any discrepancies Impacting DISN-IS site charges are Identified and addressed for accurate billing. Evaluates the DISN-IS inventory for site capacity as TRs are received. As required, reports out on current DISN-IS Site capacities per DISN-IS site database. Works with other agencies/commands to appropriately coordinate/manage the ownership of DISN-IS Sites. Plans and provides budget support for POM submission by providing information on DISN-IS needs for upcoming two years. Fields customer and stakeholders' calls and inquiries as relates to DISN-IS Sites. Identifies any changes to subscriptions sites resulting from relocations, Base Realignment and Closure (BRAC), and reorganizations or any potential for increase, decrease, or termination of local telecommunications bandwidth or services. Responsible for transition of circuits resulting from the installation of the IPT-PE infrastructure by DISA. This includes writing Telecommunications Service Request (TSR) in DISA Store Front (DSF) to transition circuits from legacy equipment. Portfolio Management as a Business Relations Management (BRM) for Echelon II organizations by keeping track of all circuits, specifications, contracts, and costs. BRM’s Identify opportunities to consolidate circuits, renegotiate contracts, or leverage new technologies to reduce expenses and improve performance. It is possible to attend various conferences and coordinate with stakeholders, suppliers, and/or customers. Support other agencies and services components that the US Navy is a stakeholder or partner in as directed. Other duties as assigned by the NCMO Director.

Requirements

  • Knowledge of the principles and methods for planning or managing the Implementation, update, or Integration of information systems components.
  • Ability to compose, communicate, and present technical ideas effectively to Individuals or groups targeting presentation to the characteristics and needs of the audience.
  • Knowledge and skill to apply the architectural methodologies used in the design and development of Information systems, including the physical structure of a system's internal operations and interactions with other systems.
  • Knowledge of the principles and methods for monitoring, estimating, or reporting actual performance or the performance capability of information systems or components.
  • Skill in database management and application.
  • Ability to develop and maintain effective business relationships with organizational stakeholders.
  • Ability to assess customer needs, provide Information or assistance, resolve their problem, or satisfy their expectations.
  • Knowledge of telecommunications products and services.
  • Ability to preserve data integrity by entering and maintaining accurate data in all applicable databases: inputs data in a precise and exacting manner, staying cognizant of the impacts that can be caused by inaccuracies.

  • 3-5 years of relevant experience.

  • Possesses good communication skills.
  • Proficient with MS Excel, and able to both organize/search complex data sets as well as explain outputs to leadership.
  • Open to 0-10% Travel.
  • Must have an active Secret US Government Clearance.
  • Note: US Citizenship is required to hold a Secret Clearance.

  • Bachelors in information technology or in related field is preferred but not required.
