Department of Health and Human Services (DHHS) Public Service Manager II Opening Date: February 24, 2026 Closing Date: March 9, 2026 Job Class Code: MA32 Grade: 32 (Confidential) Salary: $77,896.00 - $110,073.60 per year Position Number: 03030-4448 Location: Augusta Core Responsibilities: • Lead the State’s operating agency administration of MaineCare Home and Community Based Services (HCBS) waiver programs (Sections 18, 20, 21, 29 and future Lifespan Waiver) and State Plan services (Sections 67, 102) developing, implementing, and evaluating programs, policies, and resource allocation. The work is performed under executive-level direction by the Associate Director of Developmental Disability and Brain Injury Services. • Manage statewide waiver and state plan program operations and governance, direct administrative, programmatic, and financial oversight; coordinate provider/contract compliance; and support waiver lifecycle activities (e.g., renewals/amendments) in partnership with the Office of MaineCare Services. • Supervise and coordinate staff responsible for eligibility review and service offers, and implementation of new initiatives, partnering with quality assurance and quality improvement leadership for direct oversight of program operations for compliance with state and federal statute, rules and policy. The successful applicant will have an equivalent combination of education, training, and progressively responsible experience in developmental disability services and/or HCBS waiver programs, including knowledge of applicable laws, rules, policies, and individual rights. They will bring demonstrated experience developing and implementing procedures, tools, and work plans; using data and quality improvement methods to strengthen service delivery, documentation, and program effectiveness; and providing training and technical assistance to internal staff and external case managers and partner agencies to support consistent practice and positive outcomes. This role also requires an understanding of budgeting and contracting concepts, strong written and verbal communication skills, and proficiency with standard computer tools (including Microsoft 365/SharePoint) to track, analyze, and communicate information. Minimum Qualifications: A combination of education, training, and experience providing the equivalent of ten (10) years of progressively responsible professional experience in human services, disability services, HCBS waiver programs, or a closely related field is required. The successful candidate will have demonstrated supervisory and team leadership experience, such as coaching, staff development, and performance management, to promote consistent practice and high-quality service coordination that respects the rights, choice, and dignity of people with disabilities. In addition, the candidate must show the ability to work effectively across programs and with community partners by providing guidance and technical assistance, interpreting and applying relevant policies and procedures, and supporting HCBS-aligned access, compliance, and quality improvement. Preference will be given to applicants who meet the minimum requirements and also have experience developing and managing developmental disabilities and brain injury programs.
