About The Position

The Data Steward Policy Manager is responsible for developing, implementing, and overseeing comprehensive data stewardship policies and practices across the organization. This senior position ensures data integrity, quality, security, privacy, and compliance with applicable laws and regulations. Requirements

  • 4 years of demonstrated experience providing data integration support in the form of data governance, data architecture, data warehousing, data quality management, metadata management, data operations management, and data discovery.
  • 4 years demonstrated experience leading a team and managing work tasks of subordinates conducting intelligence planning, collection, processing, analysis, or dissemination.
  • Demonstrated experience in foreign disclosure, intelligence dissemination, or demonstrated ability to deliver professional briefings and presentations to diverse audiences.
  • Demonstrated ability to draft and maintain documentation such as SOPs and ability to produce reports incorporating text and graphics to convey complex concepts.
  • Demonstrated ability to interact with small groups on data and information requirements and coordination tasks.
  • Active Top Secret/SCI Security Clearance with ability to obtain CI polygraph.
  • Ability to obtain DoDD 8140.01 (formerly DoDD 8570.01-M) certification / IT Level II within 30 Calendar days of indoctrination at HQ INSCOM.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Nice To Haves

  • Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
  • Associates degree with 7 years’ experience in an intelligence discipline OR High School Diploma with 9 years’ experience in an intelligence discipline

Responsibilities

  • Develop, implement, and maintain organization-wide data stewardship policies, procedures, and standards to ensure consistent management, protection, and use of data assets.
  • Lead data governance initiatives, including data quality management, metadata management, master data management, and data lifecycle processes.
  • Ensure organizational compliance with relevant federal, state, and agency data management regulations and best practices, including security and privacy frameworks (e.g., FISMA, HIPAA, CUI).
  • Oversee regular data audits, quality assessments, and risk analyses to identify, address, and document potential vulnerabilities or areas for improvement.
  • Develop and deliver training, guidance, and communications on data stewardship policies and best practices to stakeholders and staff.
  • Collaborate with stakeholders to establish data stewardship performance metrics and reporting mechanisms.
  • Review and provide feedback on changes in data-related laws, regulations, and industry standards, ensuring organizational policies remain current and relevant.
  • Prepare reports and recommendations for senior leadership regarding the status of data stewardship compliance, risks, and improvement opportunities.
  • Other duties as assigned.
