About The Position

CACI is seeking a Data Architect to join their team and support the Border Enforcement Applications for Government Leading-Edge Information Technology (IT) (BEAGLE) contract. This role involves building a modern, cloud-native application in a SecDevOps environment with continuous integration/continuous deployment and test automation within an agile software development framework. The Data Architect will apply knowledge, skills, and experience to solve complex technical and procedural problems at team and portfolio levels, supporting the Department of Homeland Security (DHS) and CBP agents and officers in safeguarding the American people and enhancing national safety and security. The ASF programs foster innovation and seek individuals who can bring creative ideas to solve complex technical and procedural problems.

Requirements

  • 10+ years of professional working on complex data challenges in the areas of data architecture and engineering, data science, and data analysis and visualization to design, implement, and maintain data-intensive applications.
  • 10+ years of experience working with databases, including designing, implementing, and optimizing database systems.
  • Experience in data modeling, data warehousing, and data integration.
  • Expertise in popular DBMS platforms such as PostgreSQL, Oracle, or MySQL, as well as understanding of NoSQL databases like DynamoDB, MongoDB, Cassandra, or Couchbase.
  • Knowledge of different database design techniques, such as Entity-Relationship (ER) modeling, normalization, and denormalization, to create efficient and scalable database structures in a microservices based architecture.
  • Strong SQL skills for querying, analyzing, and managing data, as well as creating and maintaining stored procedures, triggers, and views.
  • Experience with distributed data eventing and message streaming solutions such as Apache Kafka.
  • Knowledge of security best practices, including encryption, authentication, and access control, to ensure that sensitive data is protected and compliant with government regulations.
  • Experience with cloud-based database services such as Amazon Web Services (AWS) RDS, Google Cloud SQL, or Microsoft Azure SQL Database, and an understanding of the benefits and challenges of migrating to or designing databases in the cloud.
  • Experience with data integration tools and techniques, including ETL (Extract, Transform, Load) processes, and queue based messaging systems to ensure seamless data flow between systems.
  • Proficiency in one or more programming languages, such as Java, Python, or C#, to build custom database solutions and interact with application code.
  • Skills in analyzing and optimizing database performance, including indexing, partitioning, and query optimization.
  • Ability to work effectively with cross-functional teams, including developers, data analysts, and business stakeholders, to gather requirements and communicate complex database concepts.
  • Experience helping customers and mission users conceptualize and prioritize their data analysis and visualization needs.
  • Adept at evaluating existing data sets and reporting architectures to identify strategic gaps and apply modern technologies to creatively achieve superior mission outcomes.
  • Must be a U.S. Citizen with the ability to pass CBP background investigation, criteria include, but not limited to: 3-year check for felony convictions, 1-year check for illegal drug use, 1-year check for misconduct such as theft or fraud.

Nice To Haves

  • Optional but beneficial certifications include Oracle Certified Master (OCM), Oracle Certified Professional (OCP), or AWS Certified Database - Specialty.
  • Experience with graph databases such as Neo4J a plus.
  • Experience with geospatial data management a plus.
  • Experience with data governance platforms such as Collibra a plus.
  • Experience in Continuous integration, Continuous Deployment (CI/CD) and DevOps processes and tools
  • Experience implementing or migrating to Cloud environments like Amazon Web Services (AWS), Google Cloud, or Microsoft Azure.
  • Previous experience as an Enterprise-level Data Architect, Data Engineer, Data Scientist, or Data Analyst.
  • Ability to apply advanced principles, theories, and concepts, and contribute to the development of innovative principles and ideas.

Responsibilities

  • Provide high-level architectural guidance, technical innovation, and analytical expertise to teams across CBP.
  • Champion all aspects of data architecture, analytic methodology, and visualization functions including engineering standards, governance processes, and providing vision and context to explore and effectively utilize emerging technologies.
  • Lead database developers and administrators working across multiple product teams.
  • Serve as a data and technology expert across a broad and diverse set of mission critical applications
  • Actively participate in Agile Scrum sprint planning, artifact creation, sprint testing, regression testing, demonstrations, retrospectives and solution releases
  • Analyze project-related problems and create innovative solutions involving technology, analytic methodologies, and advanced solution components.
  • Deliver deployable software in short sprints.
  • The ability to be adaptable and work constructively with a technically diverse and geographically separated team is crucial.
