About The Position

The Regulatory Services Data and Systems Management Director performs managerial work providing direction and guidance in strategic operations and planning under the supervision of the Deputy Associate Commissioner of Operations Support in the Regulatory Services Division. The Data and Systems Management Director provides strategic leadership and operational oversight for the division’s data and systems management functions. This role serves as the primary liaison between program areas and Information Technology (IT), ensuring  licensing and inspection software systems, data systems, reporting, and analytics effectively support agency goals, regulatory requirements, and state and federal reporting obligations. The Director leads a data management team, oversees data analysis, reporting, and provisioning access to systems, and coordinates reviews and requests for new software and hardware to enhance data integrity, accessibility, and decision-making. Responsibilities include establishing strategic goals and objectives; overseeing implementation of major data and system-related initiatives; and participating in system planning, implementation, and enhancement efforts to ensure alignment with business needs. The Data and Systems Management Director interacts routinely with staff at all levels of the organization, including executive leadership; collaborates and integrates with other HHSC divisions and programs as necessary to accomplish division responsibilities; works with leadership across the division and chief area to ensure broad integration of operational support activities within Regulatory Services. Works with agency, division, and section leadership as well as stakeholder groups when necessary to establish goals, objectives and communication protocols; conducts periodic evaluations to determine if objectives are being met and consistently identifies the opportunity and/or need to revise priorities.  Directs, assigns or supervises the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of the legislative process and laws, rules, and regulations relevant to Health and Human Services.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge and understanding of data governance, data quality, and reporting best practices.
  • Knowledge and understanding of the Software Development Life Cycle
  • Knowledge of Regulatory Services programs
  • Skilled in communicating with varied levels of staff to develop positive effective working relationships and establish credibility, trust and confidence.
  • Skilled in planning, organizing, assigning, tracking progress, and taking corrective action to meet deadlines.
  • Strong analytical, organization, and problem-solving skills, including attention to detail and multi-tasking skills.
  • Skilled in using Microsoft Office Suite, including SharePoint.
  • Ability to communicate complex data concepts and Program processes to technical and non-technical audiences.
  • Proven ability to collaborate across program, policy, and IT functions.
  • Ability to demonstrate excellent written and verbal communication skills.
  • Ability to work under pressure and successfully manage multiple overlapping priorities in a complex, regulated environment.
  • Ability to produce accurate, high-quality results.
  • Graduation from an accredited four-year college or university.

Responsibilities

  • Provides vision, leadership, and direction for staff in the Operational Support department.
  • Manages complex Data and Systems Management functions.

  • Reports findings and recommendations for improvements.
  • Serves as a member of the Regulatory Services leadership team; participates in regular leadership meetings.
  • Represents the agency at meetings, hearings, and conferences, as requested.
  • Responds to legislative inquires or other requests for information.
  • Provides effective written and oral communication to the management, external and internal partners, staff, and other agency and HHSC enterprise leadership.
  • Provides leadership, guidance, oversight, and support of program activity related to the division's mission, goals, and objectives.
  • Plans, assigns, and supervises the work of staff.
  • Directs, manages, hires, develops and evaluates professional staff.
  • Ensures all human resource activities are in accordance with agency or enterprise policy.
  • Assures implementation of goals and objectives.
  • Evaluates and monitors division performance and makes appropriate improvements to assure attainment of established goals and objectives.
  • Sets priorities and provides guidance for conducting and concluding investigations
