Program Summary The Greater Middle East Center (GMEC), is an engaged service center established to empower and support communities from the Middle East, North Africa, and South Asia who are living in Oregon and Southwest Washington. GMEC is proudly guided by an advisory council of community leaders and has a welcoming physical office in Beaverton, Oregon. GMEC provides an array of community specific services and programs and connects the communities to resources available to them at IRCO, and externally. Position Summary The Data and Evaluation Specialist is responsible for strengthening the GMEC’s ability to generate, analyze, and use data for learning, accountability, and continuous improvement. The role leads the organization and analysis of program data across current and former projects, develops evaluation metrics and project-level evaluation plans, and designs qualitative and quantitative data collection tools. Working closely with program teams, the Data and Evaluation Specialist supports evidence-based decision-making, adaptive management, and compliance with donor reporting requirements, while promoting an environment of learning and impact throughout the organization.

Responsibilities

  • Compile, organize, and maintain data from current and past projects in a structured and accessible manner
  • Support establishing data management systems
  • Ensure all project-related data and documentation are accurately stored and regularly updated in the organization’s shared drive (SharePoint)
  • Support data quality assurance, including data cleaning, validation, and consistency checks
  • Ensure that IRCO policies and procedures are followed in all GMEC data management activities
  • Translate data findings into insights that inform program design, implementation, and improvement
  • Design and adapt data collection tools such as surveys, focus group discussion guides, interview protocols, and monitoring templates
  • Ensure tools are community appropriate, ethical, and aligned with project objectives
  • Support program staff and partners in the effective use of data collection tools
  • Work closely with program staff and build their capacity to integrate data and evaluation into project planning and implementation
  • Provide guidance and technical support on data collection, documentation, and reporting processes
  • Contribute to building an environment of learning, accountability, and continuous improvement within the organization
  • Develop and refine evaluation metrics and indicators aligned with organizational goals, donor requirements, and best practices
  • Prepare evaluation plans for each project, including data sources, timelines, methodologies, and responsibilities
  • Support baseline, midline, and endline evaluations as applicable
