This is a full time contractual position. GRADE 18 LOCATION OF POSITION Maryland Department Human Services Office of Technology for Human Services General Admin. 25 South Charles St. Baltimore, MD 21201 Main Purpose of Job The main purpose of the position is to collate, organize, analyze, and present/report the department’s performance metrics and indicators for strategic management decisions to enhance and improve the department’s performances and reporting in compliance with federal and state regulations, laws and policies governing the various programs administered by the department, such as Social Service, Family Investment, and Child Support programs. The position also researches and provides leadership with timely and accurate data on program performances, impact, and societal trends to enhance informed program, budget, policy development, and other performance improvement decisions. The incumbent of this position will support DHS program accountability efforts and provide technical assistance, information, formal presentations, and data to a wide variety of interested persons, groups, and stakeholders.

Requirements

  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: Six years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Nice To Haves

  • Bachelor’s Degree in Computer Science, Data Science, Information system, Information Technology, Engineering, or a related field is often preferred.
  • One year of experience in any of the programming languages Python, Java, R, or SAS.
  • One year of experience working with relational databases SQL, Amazon Redshift, and Google BigQuery.
  • One year of experience working with data visualization tools such as Power BI, Tableau, or Zoho.

Responsibilities

  • Coordinate data collection from various sources including the Child Support Management System (CSMS), the E&E system through the worker portal, and the Works system.
  • Design and collect data from local departments through surveys.
  • Analyze data from various sources using appropriate statistical tools such as SAS (Statistical Analysis Software) for data analysis, Microsoft Excel and Google sheet which offer a variety of tools like V lookup, macros, and pivot tables that are very effective to analyze data.
  • Determine and use the appropriate tools or software such as Microsoft Power BI., Tableau, Qlik Sense, Looker, Zoho Analytics, Domo, for data presentation to management and other stakeholders for strategic policy decisions, developments, evaluations, and improvements.
  • Respond to data requests from DHS leadership and various stakeholders and partners, including the Governor’s office, Maryland General Assembly, legislative auditors, and relevant federal agencies.

Benefits

  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
  • You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
