About The Position

The Department of Healthcare and Family Services, Bureau of Professional and Ancillary Services is seeking to hire a highly skilled and analytical individual to join our team. This position plays a critical role in driving data-informed decision making by analyzing complex datasets, developing and maintain advanced spreadsheets with complex formulas, and preparing accurate budget estimates. The ideal candidate will bring strong SQL experience and the ability to interpret and apply federal laws and regulations while contributing to the formulation, development, and implementation of agency policies, including those impacting pharmacy services. This role requires exceptional organizational skills, critical thinking, and the ability to approach challenges with innovative, solutions-oriented thinking. Collaboration is essential, as this position works closely with Bureau and Agency teams to deliver complex data analyses and ensure policies and practices align with organizational goals. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration
  • Requires two (2) years of responsible administrative experience in a public or business organization
  • A minimum of one (1) year of experience performing complex analyses of state and federal laws, regulations and legislative proposals and summarizing the results for the purpose of formulating policies that are compliant with such
  • A minimum of one (1) year of experience utilizing Microsoft Excel to create and maintain spreadsheets, including writing complex formulas used to develop estimates of the budgetary impact of program changes
  • A minimum of one (1) year of experience independently writing queries in Structured Query Language (SQL), used to access data in Database Management Systems
  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to utilize and maintain state issued equipment such as a laptop

  • A minimum of one (1) year of experience fostering collaborative working relationships in a professional environment

Responsibilities

  • Under general direction, serves as a Data Analyst and Support Specialist who organizes, plans, and evaluates the statewide Budgetary Analysis Program as it relates to the Illinois Medicaid program
  • Analyzes Illinois Medicaid Program utilization data maintained in various data management systems to determine budgetary implications for planned program changes, including those resulting from changes to state and federal rules and regulations
  • Analyzes and interprets state and federal laws, rules, and regulations and coordinates the formulation, development, and implementation of policies to ensure compliance with such
  • Coordinates the development and implementation of Pharmacy and/or Medical Services policies in accordance with state and federal rules and regulations
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above
