About The Position

ODH is currently seeking a Data Administration Manager 1 within the Office of Human Resources (OHR). The Data Administration Manager 1 plays a vital role in ensuring the accuracy, security, and efficiency of data used in OHR, Warehouse and Public Health Laboratory systems. This position works collaboratively with internal and external stakeholders to develop, maintain and enforce data administration policies and procedures that adhere to federal and state regulations. Primary functions of this position include: Collaborates with HR leadership, Office of Management Information Services, and system stakeholders to define data requirements, maintain data dictionaries, establish lifecycle processes, and support system enhancements, upgrades, and operational changes. Serves as lead data administrator for OHR, developing, publishing, and enforcing data administration policies, procedures, and standards to ensure data integrity, security, and compliance across HR systems and platforms. Designs, maintains, and governs data standards for enterprise systems, including Warehouse Management Systems (WMS), HR applications, and supporting databases, ensuring alignment with departmental goals and long-term system direction. Assists in database design, development, and maintenance, including data security, access controls, archival processes, record retention compliance, and integrity safeguards for sensitive HR, facilities, and inventory information. Provides technical and functional support for HR systems by analyzing business needs, recommending automation solutions, reviewing system outputs for accuracy, and supporting integrated HR processes such as hiring, position management, payroll, and reporting. Researches and evaluates new or upgraded HR-related systems (e.g., timekeeping, learning management, applicant tracking), defines functional requirements, and supports system implementation and rollout activities. Serves as data administrator for onboarding coordination, access management, and IT asset oversight, ensuring accurate tracking, validation, and reporting of agency equipment, software licenses, and user access. Oversees asset management and Confirmation of Access Listing (COAL) processes, supports audits and compliance reviews, reconciles discrepancies, and generates standard and ad hoc reports for leadership and operational teams. Manages and validates inventory and ordering data for the Bureau of Public Health Laboratory (PHL), ensuring data accuracy, timely replenishment, accountability, and compliance with established inventory standards. Supports centralized ordering and inventory systems by maintaining data workflows, monitoring usage trends, tracking expiration and thresholds, resolving discrepancies, and producing operational and audit reports. Serves as backup to the Data Administration Manager 2 (DAM 2), assisting with maintenance, access administration, reporting, training, integration, and compliance for HR systems and data platforms. Coordinates HR web and intranet content management by assisting with design, publication, quality control, and compliance of HR-related materials to ensure accuracy, accessibility, and consistency with agency standards. Prepares documentation, reports, and training materials; supports agency IT and HR projects; participates in cross-functional initiatives; and maintains awareness of evolving technology practices and regulatory requirements. Normal working hours are Monday through Friday, 8:00am to 5:00pm. This is an exempt hourly position, with a pay range of 14 on the E1 Exempt Pay Range Schedule.

Requirements

  • Completion of undergraduate core program in business in business or public administration or data processing/computer science/information systems technology; AND 2 yrs. exp. or 2 yrs. trg. in which included responsibility for developing standards for new & existing data definition, product evaluation, recommending software selection, design & development of databases to include security measures/controls & how data is to be accumulated maintained, archived & removed from system.
  • Equivalent of Minimum Class Qualifications for Employment noted above.
