About The Position

The Foreman will provide supervision and guidance to employees and districts in regard to crusher and hot plant operations, giving support and instruction as needed. The Foreman will be responsible for the overall safety, environmental compliance, maintenance, production, and upkeep of required documentation at crusher site(s) working in collaboration with district foreman, County Administrator and County Commissioners.

Requirements

  • High school diploma or equivalent desired
  • At least five (2) years of experience directing and supervising employees required
  • At least five (5) years of Hot Plant, Crusher and heavy equipment experience including equipment operations and maintenance required
  • Thorough knowledge of methods, materials, and equipment necessary for formulating asphalt and thorough knowledge in use of asphalt products and gravel mine operations required
  • Valid Colorado Commercial Driver’s License (CDL) – Class A License
  • Current mine Safety and Health Administration (MSHA) Part 46 training
  • Combination of education and experience may be considered to waive specific requirement.

Responsibilities

  • Plan, schedule, organize and supervise crusher/hot plant operations applying good safety practices and procedures.
  • Oversee county budget, permits and personnel policies and procedures as they apply to the crusher/hot plant.
  • Assure regulatory compliance of environmental, construction, licensing and permit requirements.
  • Operate all equipment used in crusher and hot plant operations.
  • Perform hiring, training, development, performance reviews, corrective action and dismissal of employees according to county personnel policies and procedures in collaboration with human resources.
  • Investigate accidents of employees for personal injury, site and equipment damage as necessary.
  • Communicate effectively both orally and in writing with public and county employees.
  • Routinely lead trainings, meetings and safety initiatives.
  • Plan and assign daily activities of employees working at various locations.
  • Determine work procedures, prepare work schedules, expedite work flow, study and standardize procedures to improve efficiency and effectiveness of operations.
  • Coordinate and direct personnel during emergencies as assigned.
  • Oversee and approve employee timekeeping; monitor and plan for employee expenses in regard to overtime and schedule planning.
  • Assist in the preparation of annual budget request for all capital, personnel, and expenses for Hot Plant/Crusher.
  • Work with commissioners to plan and prioritize projects and capital expenditures.
  • Plan and schedule joint projects with other District Foreman, Sheriff’s Department and Commissioners.
  • Oversee, process and approve billing and expense charges.
  • Initiate purchase of all materials, services and parts used in District.
  • Respond to and handle complaints and issues from public.
  • Write correspondence as needed.
  • Read and follow blue prints, manuals, and drawings.
  • Control expenditures and approve purchases of non-capital parts and equipment used in District.
  • Service and do light mechanical work on equipment as needed.
  • Provide normal office and custodial duties for District Control House and Hot Mix Control Room.
  • Provide equipment operation and safety familiarity and training as required.
  • Provide support for landfill projects assigned.
  • Provide safety warning signals and devices for gravel pit construction projects.
  • Maintain Material Safety Data Sheets for shop.
  • Complete preventive maintenance forms, safety checklists, and reports as required.
  • Answer phones, take and relay messages, operate radio.
  • Work with employees, districts, and departments in a cooperative atmosphere showing respect and support.
  • Perform all equipment operation responsibilities of a Level IV Hot Plant Operator.
  • Serve on-call for emergency situations.
  • Operate loader for loading trucks, feeding crusher, hot plant and high wall maintenance.
  • Drive water truck, haul water, spray for dust control or to achieve optimum moisture for compacted fills.
  • Use dump truck to haul various materials as needed.
  • Perform preventive maintenance including oil and filter changes, greasing and lubricating, belts, lights, check and change tires, clean, maintain fluid levels, wiper blades, and other general tasks.
  • Service and perform light mechanical work on equipment as needed.
  • Mine properties including maintaining a high wall, digging and excavating, sloping all within MSHA, OSHA and Land Mine Reclamation safety and construction guidelines and regulations.
  • Crush, grade and wash aggregate material for Hot Plant and general road maintenance.
  • Operate Hot Plant in safe manner including start-up, specification adherence, mixing of aggregate and oils, perform numerous safety and quality inspections.
  • Test and qualify different asphalt products as needed, recording parameters and specifications.
  • Calibrate scales as necessary.
  • Perform welding work in the fabrication, repair and moving of conveyor belts, crushing equipment, Hot Plant, and operating equipment.
  • Maintain records of operational measurements, excavation, mining, material usage and production.
  • Prepare and construct mine sights including surveying, cement work, road preparation, site designation, and equipment tear down and set-up.
  • Perform other similar and related duties as assigned.
