About The Position

Under general supervision, analyzes data from external law enforcement intelligence sources, criminal cases, and criminal activities to reveal crime trends, patterns, and relationships to assist in the resolution of criminal investigations; coordinates work activities with Officers of the New Braunfels Police Department (NBPD). This position is contingent upon continued grant funding.

Requirements

  • Graduation from an accredited four-year college or university with major coursework in Criminal Justice, Criminology, Computer Science, Social Science, or a related field; AND three (3) years experience in data collection, statistical analysis, or operations research, preferably in a law enforcement or criminal justice agency; OR an equivalent combination of education and experience.
  • Must possess a valid Texas Driver's License and pass a thorough background investigation.
  • Police Department General Orders, policies, and procedures.
  • City, county, state, and Federal laws, regulations, codes, and ordinances.
  • City policies and procedures.
  • Modern law enforcement principles, procedures, and operations.
  • Law enforcement terminology, types of crimes, offense codes, and criminal modus operandi.
  • Methods and techniques for the development and management of relational databases.
  • Principles and practices of GIS database, including data compilation, software applications, graphics applications, and spatial models for computer analysis.
  • Principles of accounting, record keeping, and technical records management.
  • Criminal justice and court systems, procedures, and protocols in Texas.
  • Reading, analyzing, interpreting, and evaluating Police reports and research findings.
  • Techniques used for storage, retrieval, and analysis of complex data variables.
  • Performing mathematical and statistical calculations, analytical research, and link analyses.
  • Compilation, analysis, and presentation of technical and statistical information in reports.
  • Operating a personal computer utilizing a variety of technical and imaging software, and entering information into a computer system with speed and accuracy
  • Developing, manipulating, and analyzing GIS information in a variety of data formats and projections.
  • Maintaining accurate records and generating special and periodic reports.
  • Working as a team member with other law enforcement and multi-jurisdictional agencies.
  • Effective communication, both verbal and written.

Responsibilities

  • Analyzes criminal activity and applies skills and training to identify information pertinent to the investigation and resolution of criminal incidents; develops statistical analyses to link criminal activities, analyze relationships, and enhance the effectiveness of NBPD investigations; advises supervisors immediately of significant analytical and critical developments.
  • Tracks and analyzes crime data from NBPD reports and other external data sources; develops, evaluates, monitors, updates, and maintains a specialized computer database of criminal activities.
  • Designs and develops crime analysis techniques and methodologies to examine crime activities, patterns, and trends; performs specialized data extraction and classification; develops specialized crime link analysis, event flow analysis, activity charting, and location analyses.
  • Recognizes and analyzes new and emerging crime patterns, crime trends, and serial events; works with NBPD officers to correlate data and develop additional information on crime patterns.
  • Develops and distributes analytical data related to crime series, trends, patterns, and suspect information to improve proactive and reactive law enforcement capabilities; develops maps of criminal activities using a Geographic Information System (GIS) database; uses established GIS software programs to generate and utilize spatial overlays and models.
  • Develops and distributes reports with statistical data, charts, maps, and other graphics to communicate detailed research findings, observations, and recommendations.
  • Responds to user requests to develop special investigative police data and information; provides research, technical and analytical support to NBPD administration, investigations, and patrol.
  • Oversees the NBPD Crime Free Multi-Housing Program.
  • Maintains the absolute confidentiality of all records and information.
  • Maintains the integrity, professionalism, values, and goals of the Department by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Performs other duties as assigned or required.
