About The Position

Under general supervision, the Crew Leader leads an assigned work crew for the Public Works Department. This role involves performing skilled work in the operation of specialized vehicles and heavy equipment for the repair and maintenance of City streets, bridges, roadways, drainage systems, and infrastructure. The Crew Leader is responsible for prioritizing and assigning tasks, coordinating crew activities, training staff in work procedures and equipment use, and ensuring adherence to safety regulations. The position also requires responding to emergency callouts and maintaining records of crew activities.

Requirements

  • High school diploma or GED equivalent
  • Four years work experience in stormwater management or maintenance OR an equivalent combination of related education, experience, or demonstrated abilities or proficiencies that result in a candidate successfully performing the essential functions of the job.
  • Must possess a valid Class A or B Texas Commercial Driver License with air brake endorsement.
  • Specific technical skills training and certifications may be required for some job assignments.
  • Knowledge of materials, methods, tools, and equipment used in repair and maintenance of streets, roadways, and infrastructure.
  • Knowledge of operation, maintenance and repair standards for heavy equipment and specialized vehicles.
  • Knowledge of Federal, state and City safety rules and regulations, occupational hazards, and safety precautions.
  • Knowledge of OSHA safety rules and regulations, and safety practices in hazardous traffic environments.
  • Knowledge of traffic laws and rules for vehicle and equipment operation.
  • Knowledge of proper use and storage of chemicals, including OSHA Safety Data Sheets (SDS) for hazardous chemicals used in the workplace.
  • Knowledge of customer service standards and protocols.
  • Ability to learn and implement City Policies and procedures.
  • Skill in prioritizing tasks and assigning and coordinating work of assigned personnel.
  • Skill in reading and understanding construction blueprints, plans, specifications, and technical documents.
  • Skill in using specialized tools and heavy motorized equipment to perform maintenance and repair work.
  • Skill in safe and efficient operation and maintenance of tools and motorized equipment according to standard operating and safety procedures.
  • Skill in making routine operating adjustments and repairs to assigned equipment.
  • Skill in identifying mechanical problems.
  • Skill in following and enforcing safety standards.
  • Skill in closely following verbal and written instructions and procedures.
  • Skill in establishing and maintaining cooperative working relationships with co-workers and the public.
  • Skill in operating a personal computer utilizing a variety of business software.

Responsibilities

  • Operates specialized vehicles and heavy equipment used by the Public Works Department in the maintenance of City streets, roadways, drainage systems and infrastructure; duties may vary according to job assignment and individual skills.
  • Leads work crews in repair and maintenance activities and special projects; prioritizes and assigns tasks; orders and stages materials, supplies and equipment; trains crew in work procedures and the proper use and maintenance of equipment.
  • Coordinates the activities of assigned work crews; coordinates and assigns staff, vehicles, and equipment; reviews the work of assigned staff to ensure the work quality and timely accomplishment of assigned duties and responsibilities.
  • Trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues.
  • Maintains records and logs of work crew activities.
  • Controls work sites to ensure that safety rules and regulations are adhered to, and that the work zones and all equipment are in safe operating condition.
  • Operates a wide range of specialized vehicles and motorized equipment, including front-end loader, dump truck, bulldozer, spreader, grader, roller, scraper, backhoe, and tractor; performs work in accordance with all safety regulations and procedures.
  • Performs skilled and semi-skilled construction, maintenance, and roadway repair work; maintains vehicles, tools, and specialized equipment in accordance with all safety regulations and procedures; inspects, cleans, and performs routine maintenance work on vehicles and equipment; identifies and reports mechanical problems requiring additional repair.
  • Responds to emergency callouts resulting from severe weather, major accidents, or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies.
  • Assures that work assignments are completed according to specified work orders.
  • Cross-trains work crews in proper work methods and safety procedures.
  • Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
  • Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Cooperate with co-workers professionally to accomplish work efficiently and effectively.
  • Has regular, predictable attendance; attendance is a factor in continued employment with the city.
  • Performs other duties as assigned or required.
