About The Position

The Oregon Department of Human Services is seeking a CPS Supervisor (Child Welfare Supervisor 2) to ensure compliance with policies, oversee service delivery, and collaborate with state agencies and community partners. This role involves supervising staff, managing training and performance, and providing essential support and mentoring to achieve positive outcomes for children and families. As an employee within the Child Welfare Program, the supervisor will make a meaningful difference in the lives of Oregon’s most vulnerable children and families, contributing to the Child Welfare Vision for Transformation to support children and young adults to be safer, healthier, experience less trauma, and achieve greater well-being. The supervisor is also responsible for personnel management, including interviewing, selection, promotions, salary recommendations, reassignment, performance appraisals, grievance response, rewarding performance, and disciplinary actions.

Requirements

  • A bachelor’s degree in human services or a field related to human services AND two years of lead work, supervision, or progressively related human services experience
  • OR A bachelor’s degree unrelated to human services and completion of coursework equivalent to certification consistent with Oregon Caseworker Competency AND two years of lead work, supervision, or progressively related experience in human services
  • OR An associate degree AND three years of human services related experience two years of which must have included lead work, supervision, or progressively related experience
  • OR An associate degree AND completion of coursework equivalent to certification consistent with Oregon Caseworker Competency AND two years of lead work, supervision, or progressively related experience in human services
  • Establishing and maintaining collaborative relationships with community partners and individuals, with a commitment to anti-racism work and equitable practices
  • Experience providing ongoing case consultation to assigned staff
  • Ability to observe and analyze the changing needs of clients, service delivery and resource requirements
  • Experience working in Child Protective Services/Child Welfare
  • Identifying and implementing Child Welfare policy, procedures and processes including the Child Welfare Vision for Transformation
  • Works competently within the state agency systems including Electronic casefile system (OR-Kids), Mainframe System (DHR), TRACS, and Oregon Vital Events Registration System (OVERS)
  • Competent with Microsoft programs including Outlook, Word, and Excel
  • Valid driver’s license from the state in which they reside
  • Cleared by the FBI Criminal Justice Information Services (CJIS) through a fingerprint-based criminal records check
  • Acceptable driving record

Responsibilities

  • Ensure compliance with policies, procedures, program standards, administrative rules, and legal requirements through case and workload reviews.
  • Oversee service delivery strategies, ensure service continuity, assess client needs, and allocate personnel and resources accordingly.
  • Collaborate with state agencies and community partners to coordinate services, maintain beneficial relationships, and participate in district planning and special projects.
  • Supervise staff hiring, training, performance evaluations, disciplinary actions, and resolve complaints.
  • Provide orientation, ongoing support, case consultation, and mentoring to staff.
  • Personnel management, including interviewing, selection of new staff, staff promotions, recommendations for salary increases, reassignment, completing performance appraisals, responding to grievances, rewarding excellent performance and taking disciplinary actions when required.
