About The Position

The Court Services Case Manager supports the County’s Treatment Court by coordinating services for court participants, including those enrolled in the Comprehensive Community Services (CCS) program. This position delivers community-based case management and treatment coordination, using independent judgment to ensure continuity of care and compliance with court protocols. It requires collaboration with interdisciplinary teams and providers to promote recovery, reduce recidivism, and support client reintegration.

Requirements

  • Bachelor’s degree in Social Work, Psychology, Human Services, Criminal Justice, or a closely related behavioral science field;OR equivalent combination of education and 1–3 years of direct experience in the substance use field.
  • Must complete CCS training and pass the Department of Health Services certification exam as an adult functional screener within three months of hire.
  • Valid driver’s license.
  • Case Management: Integrates behavioral, legal, and community supports into cohesive service plans.
  • Collaboration: Works effectively with interdisciplinary teams and external agencies to coordinate care.
  • Communication: Clearly conveys sensitive, clinical, or legal information to diverse stakeholders.
  • Critical Thinking: Assesses participant needs and risks, and applies judgment to prioritize interventions.
  • Problem Solving: Manages caseloads, resolves service barriers, and adapts plans to participant outcomes.
  • Technical Proficiency: Accurately maintains electronic health records, performs data analysis, and reconciles service documentation.

  • Experience working with individuals with co-occurring mental health and substance use disorders.
  • Familiarity with Wisconsin’s Treatment Court and CCS program operations.
  • Knowledge of regional community service providers and recovery networks.

Responsibilities

  • Conducts comprehensive assessments for referred individuals to determine eligibility for the Treatment Court and CCS programs.
  • Facilitates regular meetings with participants to monitor progress, ensure compliance, and adjust service plans as needed.
  • Develops and maintains individualized service plans that address risk levels, participant strengths, and resource needs.
  • Coordinates care by referring participants to community resources and authorizing services in the CCS program.
  • Communicates and collaborates with treatment providers and medical professionals for assessment, planning, monitoring, and follow-up care.
  • Maintains accurate participant case records, documentation, and electronic entries in compliance with state statutes and departmental policies.
  • Prepares weekly performance reports and presents findings and recommendations to the Treatment Court team, including sanctions or incentives.
  • Coordinates and ensures timely collection of drug and alcohol testing samples, reporting results to the court team.
  • Supports reentry and recovery planning to ensure long-term participant success post-program.
  • Tracks participant compliance with financial obligations, including fees, fines, and restitution, and informs the team of status.
  • Co-facilitates psychoeducational sessions aligned with evidence-based practices for the court population.
  • Participates in clinical supervision, staffing, and community or county meetings as directed.
