About The Position

The Course Operations & Learner Success Manager plays a central operational role in the Train, Equip, Certify (TEC) program, supporting the delivery of large-scale, non-credit digital skills courses for youth across multiple geographies and partner institutions. This position is responsible for day-to-day course operations, learner monitoring, and student success support across multiple TEC cohorts, including primarily self-paced courses with facilitated support components. The role supervises Teaching Assistants (TAs) who provide frontline learner support and works closely with faculty, instructional designers, and technical teams to ensure high-quality, consistent, and timely course delivery. The role is execution-focused and learner-centered, ensuring that learners are progressing, supported, and able to successfully complete TEC courses and credentials. This position is funded in whole or part by sources other than the general operating appropriation and may terminate when funding is no longer available.

Requirements

  • Bachelor's degree and five (5) years of experience appropriate to the area of assignment/field; OR, Any equivalent combination of experience and/or training from which comparable knowledge, skills and abilities have been achieved.

Responsibilities

  • Oversee the operational delivery of non-credit TEC courses across multiple cohorts and learning modalities.
  • Coordinate course launch readiness, enrollment timelines, learner communications, and delivery logistics.
  • Ensure courses are set up correctly in the learning platform and that content, assessments, and resources are accessible as planned.
  • Serve as the primary operational point of contact for course delivery issues during active cohorts.
  • Monitor learner engagement, progress, and completion using LMS dashboards and reporting tools.
  • Identify learners at risk of disengagement and coordinate appropriate interventions (e.g., outreach, TA follow-up, referral to facilitators).
  • Support the implementation of learner support mechanisms such as virtual office hours, discussion spaces, and structured check-ins.
  • Track learner participation trends and flag risks or systemic issues to program leadership.
  • Supervise and coordinate Teaching Assistants supporting TEC courses.
  • Assign and monitor TA responsibilities related to learner outreach, discussion moderation, grading support (where applicable), and office hours.
  • Provide training, guidance, and feedback to ensure consistent, high-quality learner support.
  • Serve as an escalation point for learner issues that cannot be resolved at the TA level.
  • Work closely with faculty and curriculum leads to operationalize course designs and assessment plans.
  • Communicate implementation feedback from learners and TAs to inform course updates and improvements.
  • Support faculty-led pilots (e.g., train-to-hire pathways) by managing logistics, learner tracking, and communications.
  • Ensure operational delivery aligns with academic intent and program standards set by faculty and leadership.
  • Prepare regular summaries on learner enrollment, progress, completion, and support needs.
  • Contribute operational data and insights to monitoring, evaluation, and learning (MEL) activities.
  • Identify operational bottlenecks and recommend process improvements to enhance learner experience and program efficiency.
  • Coordinate with internal technical teams and external partners on LMS configuration, learner access, and credential workflows.
  • Support testing and rollout of new course components or platform features.
  • Maintain documentation for course operations, learner workflows, and standard operating procedures.
