SUMMARY: The Country Representative (CR), Hispaniola serves as The Carter Center Country Representative (CR) and technical advisor for the Dominican Republic and Haiti under the direct supervision of the Vice President, Overseas Operations, with appropriate functional guidance from Program Director(s) and the Vice President for Health Programs of The Carter Center. The CR will support the Hispaniola Initiative and other programs as needed. Technical guidance is provided by Program Director(s). The CR assists in strategic planning and implementation of The Carter Center-assisted program initiatives in the Dominican Republic and Haiti and ensures that the interests and resources of The Carter Center are properly represented and managed. The CR assists in implementing The Carter Center program policies and procedures, and drafts plans of action and budgets specific to the Dominican Republic and Haiti. The CR is expected to act diligently, courteously, and tactfully in the conduct of The Carter Center official business with their national counterparts and with other national and international officials. The CR works with the Ministries of Health, all parties at the national, regional, and local levels, and the Dominican Republic, Haitian, UN agencies, academic institutions, non-governmental organizations (NGOs), and others to advance The Carter Center programs. The CR will be responsible for overseeing the safety and security of all staff, assets, and program activities within the country programs. This includes developing, implementing, and regularly reviewing security protocols to ensure compliance with organizational standards and responding to security risks in a timely manner. This position will represent The Carter Center at the Ministries of Health in the Dominican Republic and Haiti, and to key stakeholders, including the National Lymphatic Filariasis and Malaria Program Coordinators, other entities of the Ministries of Health, and partner organizations in the Dominican Republic and Haiti as assigned. This position is based in Santo Domingo, Dominican Republic, and may require travel to other locations within the country. Subject to security conditions, travel to Haiti may also be required to support program implementation and coordination. Additionally, the role may involve travel to the United States and re-entry into both the Dominican Republic and Haiti to facilitate cross-border activities within Hispaniola. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.
