About The Position

The Counterintelligence Support Specialist provides critical assistance to the Senior Counterintelligence Officer (SCIO) and DOE-IN Program Directors, supporting a wide range of Counterintelligence (CI) Program activities. This role encompasses areas such as traveler and visitor coordination, financial management, automated systems architecture, and fostering internal and external liaison to ensure effective program operations.

  • Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
  • Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated.

  • Demonstrated analytical aptitude with a strong attention to detail, including experience reviewing, interpreting, and drawing insights from data sets.
  • Demonstrated ability to draft clear, well-structured reports and written materials using established templates, style guides, and review processes.
  • Understanding of the Intelligence Community mission, principles and practices.
  • Familiarity of the Department of Energy Counterintelligence mission, principles and practices.
  • Demonstrated experience with Intelligence Community databases (TAC, NGT, CHROME).
  • Proven experience finding and assimilating large volumes of information utilizing search engines and common databases.
  • Hands-on working knowledge and experience of Microsoft Office applications, including Excel, Word, Access and Outlook.

Responsibilities

  • Manage Sensitive Information: Independently address issues related to the discussion or release of information to staff with varying national security clearance levels, while maintaining strict compartmentalization of information and activities.
  • Communicate Effectively: Demonstrate excellent communication skills and resourcefulness in obtaining and discussing data, including the ability to interact professionally with staff who may hold negative views toward the CI program.
  • Build Strategic Networks: Develop and maintain highly productive relationships with key internal and external staff to support program objectives.
  • Database Management: Identify, develop, and maintain specialized databases to assist the SCIO with quarterly file reviews for investigations. Complete tasks related to PNNL CI briefing and debriefing programs and contribute to the design or updating of program databases as needed.
  • Task Coordination: Assign and track CI-related tasks (e.g., briefings, debriefings, and reviews) to ensure appropriate resource allocation, timely completion, and compliance with complex Executive Orders, Attorney General Guidelines, and U.S. District Court directives.
  • Data Retrieval and Analysis: Retrieve and analyze CI information from local and national databases, publications, and other sources. Assist PNFO CI Officers in identifying information of value to the CI program for assessing potential intelligence threats to PNNL and the DOE complex.
