About The Position

The Communications Director is responsible for fostering civic engagement and awareness of City Council activities, programs, and services by developing and implementing strategic communications, managing media relations, and serving as a designated spokesperson. This position oversees all facets of internal and external communications for the Council through accurate, timely, and consistent messaging across written, audio, video, social media, website, and other platforms. The role advances transparency and public partnership by shaping how the Council communicates, listens, and shares information. Work is performed under the general direction of the Council Chief of Staff.

Requirements

  • Bachelor’s degree in journalism, communications, business or public administration, marketing, public relations or a related field.
  • Five (5) years of progressively responsible experience in marketing, communications, or public information, including service as a Public Information Officer with supervisory and leadership responsibility.
  • Experience must include journalism, legislative research, and local government experience, with at least two (2) years in municipal government, a public service organization, or another governmental entity.
  • Knowledge of municipal government operations, public relations, and mass communication principles.
  • Understanding of federal, state, and local laws, codes, and regulations.
  • Strong writing, editing, and proofreading skills; experience in media relations, videography, and digital publishing.
  • Ability to manage multiple projects, adapt to urgent crises, and utilize diverse communication channels.
  • Proficiency in website content management, social media platforms, and analytics.
  • Excellent interpersonal and presentation skills.
  • Valid driver’s license with a good driving record.

Nice To Haves

  • Master’s degree in a related field.
  • Seven (7) to ten (10) years of experience in communications leadership roles.
  • Established relationships with local media outlets.

Responsibilities

  • Strategic Communications & Public Affairs Develop and administer a comprehensive public information and communications program for the City Council, including short- and long-term strategies.
  • Create and implement civic engagement initiatives to increase citizen participation and awareness.
  • Ensure consistent messaging across all platforms, aligning with Council goals and objectives.
  • Media Relations & Spokesperson Duties Serve as the primary media spokesperson for the Council; prepare responses for press inquiries, briefings, and interviews.
  • Coordinate media relations, including press releases, talking points, position statements, and crisis communications.
  • Advise Council members on media trends, legislation, and public image implications.
  • Content Development & Brand Management Oversee development of written communications (newsletters, brochures, reports, speeches, advisories).
  • Manage Council’s digital presence, including website content, social media channels, video production, and graphic design.
  • Maintain and protect the Council’s brand and image.
  • Event & Emergency Communications Assist with Council or City events, including coverage of meetings and community activities.
  • In coordination with Public Safety and Emergency Management, manage communication during crises and emergencies.
  • Collaboration & Leadership Partner with Council members, Mayor’s staff, and department directors on strategic communication issues.
  • Supervise and guide communications staff; assign work and monitor performance.
  • Train employees on Council communication policies and procedures.
  • Research & Reporting Prepare accurate reports, policy briefs, and recommendations to enhance public awareness and Council transparency.
  • Monitor and analyze media coverage and public sentiment.
  • Other Attend meetings, seminars, and training sessions to remain current on best practices and legislative changes.
  • Accommodate flexible schedules for evening meetings, community events, and crisis situations.
  • May perform other duties as assigned.
