What You'll Be Doing Hargrove is looking for a Cost Engineer to join our onsite team in Lake Jackson, TX to provide cost control support for routine facility projects. Experience supporting refining and chemical plants a plus. This position would require in-person attendance. Sorry, Hybrid and remote not available. Standard 40 hours shift with possible OT. Job Scope: Provides technical guidance and support for the Project Controls functions of capital planning, scheduling, cost management, progress and performance analysis and reporting, as required to meet project scope and job requirements by performing the following duties and responsibilities. Primary responsibilities will include but are not limited to: Under administrative guidance, plans and executes the Project Controls requirements for projects. Experience with FEL (Front End Loading) process, funding document development and capital planning. Preparation of Financial Reporting (Accruals, Asset Additions, Project Closures, Cashflow Forecast, etc...). Ability to track/trend/manage capital portfolio list (basis of Plaquemine 5 Year Capital Plan). Ability to establish cost tracking from SAP and monitor progress. Preparation of various project estimates - OOM (Order of Magnitude) through Funding Grade. Ability to issue SAP purchase requisitions. Serves as project controls representative on medium and large projects. Analyzes variances in cost and schedule performance against the plan and communicates the reason for the variance and proposed mitigation plans to Project Management. Interprets contract conditions to ensure compliance. Develops and delivers training programs in Project Controls systems and methods. Familiar with the functionality of automated accounting and cost management systems. Prepares Project Reporting and assists in Project Review. Performs economic evaluations and other special studies, as required. Maintains knowledge of safety policies and procedures and perform assigned duties in a safe manner and has responsibility for the safety of those begin supervised and ensure they comply with established safety policies and procedures and practice safe work habits. Confirms close out requirements, prepares closeout documents/procedures. Determines historical data requirements and inputs into historical data system. Ideal Background Education: High School Diploma or equivalent is required. Bachelor or Master degree in Construction Science, Building Science or advanced coursework is highly preferred. Certification: No certification is required for this position. Experience: This position requires 5+ years of relevant industrial experience in planning, scheduling, cost control and estimating. Required Knowledge, Skills, and Abilities: Knowledge and application of company business standards and good practices. Extreme attention to detail. Possesses a comprehensive understanding of the function of all engineering disciplines. Understanding of existing and potential customer deliverable expectations and preferences. Ability to set priorities. Ability to effectively discuss and correspond with engineering disciplines and/or contractors to ascertain and understand pertinent information concerning schedules, scopes of work, estimates and/or project costs. Excellent listening and communication skills, both verbal and written. Excellent presentation skills. Excellent organizational skills. Knowledge of other disciplines deliverable development to ensure coordination of efforts. Knowledge and understanding of schedule constraints and information requirements for the production of all project controls deliverables. Ability to develop a construction cost estimate, a detailed engineering schedule and a man-hour budget for a small project or an area for a larger project. Ability to determine construction material quantities. Experienced in estimating and scheduling professional service hours and assessing the progress and quality of project controls work. Ability to accurately estimate completion of assigned tasks. Proficient in the use of Primavera P6 and Microsoft Project scheduling software and Timberline Estimating software. Proficient in the use of Microsoft Office. Physical Requirements: Ability to sit, stand, or walk for long periods of time.
