About The Position

The Corporate HSE Manager provides management, governance, and continuous improvement for all Health, Safety & Environmental (HSE) programs across NARS Canada. This role ensures regulatory compliance, environmental stewardship, operational safety, and a strong, positive safety culture across all Canadian business units. The position includes accountability for all COR certifications, environmental stewardship, NSC governance, ISNetworld compliance, subcontractor safety governance, EcoVadis audits, annual safety culture assessment initiatives, digital safety system integrity, corporate HSE documentation and communication, and enterprise safety analytics and reporting.

Requirements

  • Post secondary education in Environmental Science, Environmental Management, Environmental Engineering, or a closely related discipline (or equivalent combination of education and experience).
  • Completion of a recognized Occupational Health and Safety program or a professional safety designation such as CRSP, CRST, or NCSO is required.
  • 5 + years of progressive HSE experience in a national or multi-site environment.
  • Strong understanding of Canadian OHS and environmental regulations, with the ability and motivation to learn COR, NSC, ISO 14001, and ISO 45001 requirements
  • A collaborative team player who can build alignment and influence decisions through trust and communication, even without direct authority
  • Demonstrated appreciation of the value of accurate data, enjoys understanding the details behind it, and uses that information to strengthen systems and decision-making
  • Demonstrated enthusiasm for learning new systems and processes, with a natural curiosity for how tools and workflows operate.
  • Ability to travel within Canada as required.

Responsibilities

  • Provide national strategic leadership and consistency to all HSE programs across Canada.
  • Support executive and operational leaders in ensuring compliance and continuous improvement.
  • Establish national standards and expectations for safety performance.
  • Lead all environmental compliance and stewardship initiatives across Canada.
  • Oversee waste management, spill response, emissions reporting, and environmental risk mitigation.
  • Champion sustainability improvements and environmental performance tracking.
  • Chair/Lead URS Environmental Steering Committee
  • Manage COR programs across Canada
  • Ensure certification, audit readiness, annual maintenance, and corrective action completion.
  • Provide national oversight of COR standards and processes.
  • Accountable for the integrity and management of all ISNetworld accounts for Canada.
  • Maintain compliance with client prequalification requirements and ensure accurate documentation.
  • Lead ISNET audits, updates, and performance reporting.
  • Provide national governance for NSC compliance, including driver qualification, hours-of-service, and vehicle maintenance requirements.
  • Lead preparation for external transportation safety audits and ensure corrective actions are completed.
  • Partner with Fleet, Operations, Safety and Human Resources to ensure consistent NSC program execution.
  • Manage the subcontractor HSE program.
  • Oversee subcontractor prequalification, onboarding requirements, safety performance monitoring, and compliance validation.
  • Ensure subcontractors meet NARS standards and regulatory obligations.
  • Lead Canada’s EcoVadis assessment program, including documentation, evidence collection, and improvement actions.
  • Drive cross-functional collaboration to improve scores across environmental, ethics, human rights, and procurement categories.
  • Maintain annual audit readiness and continuous improvement plans.
  • Laison and main point of contact with Railway Association of Canada (RAC) for annual safety culture assessment/reassessment process
  • Support and work collaboratively with operational safety leadership and their committees to conduct assessments.
  • Provide governance and monitoring on assessment action plans and their completions to deadlines.
  • Represent UR/NARS on RAC Safety Culture Committee
  • Accountable for the overall functionality, data quality, configuration accuracy, and governance of the digital safety management system.
  • Champion and lead system improvements, troubleshooting, and enhancement of workflows and reporting capabilities.
  • Ensure system integrity and alignment with corporate safety processes.
  • Accountable for the delivery of enterprise safety analytics and dashboards.
  • Provide monthly, quarterly, and annual performance reporting for executive leadership.
  • Deliver insights on trends, predictive metrics, and risk drivers to support data-driven decisions.
  • Create and update all required or identified HSE policies, SOPs, processes, and supporting documentation.
  • Govern the national HSE risk register and ensure accuracy and currency.
  • Develop and issue all safety communications including Safety Alerts, Bulletins, Flashes, Safety Moments, and related messaging.
  • Maintain consistent national standards for documentation quality, version control, and distribution.
