About The Position

The HSE Manager provides leadership and oversight for all Health, Safety, and Environmental activities across Strike’s Eastern Region operations, including pipeline construction, integrity, maintenance, facility upgrades, and regional capital projects. This role ensures full alignment with Strike Operating Company’s HSE standards, regional client expectations, and regulatory requirements while supporting safe, high‑quality execution across multiple project sites. The HSE Manager supervises HSE personnel, partners with project leadership, and drives a proactive safety culture for field and facility operations throughout PA, OH, WV, and surrounding areas.

Requirements

  • 10+ years of HSE experience in construction, pipeline, industrial, or energy‑sector environments.
  • Strong working knowledge of OSHA CFR 1926 standards.
  • Previous supervisory experience required.
  • First Aid and CPR certification required.
  • Ability to analyze challenges and make sound decisions aligned with Strike’s HSE expectations.
  • Exceptional organizational skills with emphasis on documentation accuracy and audit readiness.
  • Strong communication skills, both written and verbal; effective listener.
  • Professional, mature interpersonal style with ability to work with diverse personnel, medical providers, subcontractors, and client representatives.
  • Physical ability to perform regular field work in varying weather conditions, on uneven terrain, and for extended periods.
  • Consistent compliance with Strike policies, including the Drug & Alcohol Policy.
  • Commitment to safe work practices, teamwork, and high‑quality project execution.
  • Must be legally authorized to work in the United States.

Nice To Haves

  • Experience in pipeline, midstream, facility construction, integrity, or related energy infrastructure strongly preferred.
  • Bachelor’s degree in EHS or related field preferred.
  • OSHA 500 (or ability to obtain) preferred.
  • Additional client‑ or state‑specific training may be required based on project needs.
  • Frequent regional travel required (PA, OH, WV, MD, NY depending on project mix).

Responsibilities

  • Supervise and develop HSE Specialist and other HSE personnel assigned to Eastern Region projects.
  • Serve as the primary HSE point of contact for Project Managers, Construction Managers, and regional leadership.
  • Support project startup, execution, and closeout with region‑specific HSE guidance.
  • Conduct jobsite visits across pipeline, maintenance, integrity, facility, and civil projects common to Strike’s Eastern Region clients.
  • Lead regular HSE meetings, stand‑downs, toolbox talks, onboarding sessions, and training.
  • Perform job hazard analyses (JHAs), evaluate employee exposure, and implement safe‑work procedures tailored to scope (excavation, welding, coating, hydrotesting, heavy equipment operation, roadway work zones, etc.).
  • Conduct scheduled and unscheduled site inspections; document findings and ensure timely corrective action.
  • Investigate all incidents and near‑miss events; develop prevention and mitigation strategies aligned with client expectations and Strike’s root‑cause methodology.
  • Manage return‑to‑work and modified duty processes in collaboration with HR and regional leadership.
  • Oversee injury management and Workers’ Compensation cases for the region.
  • Ensure compliance with OSHA 1926/1910, PHMSA, FMCSA, EPA, local DEP, and all state and municipal regulations associated with Eastern Region operations.
  • Support and ensure compliance with Temporary Traffic Control Plans for road, ROW, and public‑space work zones.
  • Interface with client HSE representatives; monitor subcontractor HSE performance to ensure alignment with Strike standards and project‑specific requirements.
  • Maintain all documentation required for regional HSE programs, including inspections, training logs, incident reports, audits, corrective action plans, and contractor management requirements.
  • Administer Strike’s Substance Abuse Program, including coordination of drug and alcohol testing.
  • Facilitate HSE training for employees, supervisors, and subcontractor personnel.
  • Collaborate professionally with operations teams, field leadership, subcontractors, and clients to reinforce Strike’s commitment to safety, quality, and integrity.
  • Help drive continuous improvement and a positive safety culture across the Eastern Region.
