About The Position

The Coordinator of School Safety & Security oversees building safety in conjunction with law enforcement throughout the county schools and administrative buildings. The Coordinator works under the general direction of the Chief Operating Officer in collaboration with building administrators to establish appropriate emergency procedures, plans and regulations to ensure safe schools/facilities and enhance school emergency procedures. The Coordinator provides appropriate staff training and develops other recommendations to ensure a safe environment in the school.

Requirements

  • Evidence of current certification as a law enforcement officer, comparable to the standards of the Maryland Police and Correctional Training Commission required or have an active Law Enforcement Officer Safety Act of 2004 permit/certification/identification card.
  • Fifteen years of experience in criminal justice, homeland security, safety and security, public safety, or emergency management required.
  • Five years of supervisory and executive leadership experience in criminal justice, homeland security, safety and security, public safety, or emergency management required.
  • First aid and CPR certification required.
  • Knowledge of computer applications for developing and maintaining files using database software.
  • Experience in gathering and interpreting data.
  • Excellent human relations and communications skills
  • Ability to communicate effectively both orally and in writing.
  • Possess and maintain a valid drivers’ license.
  • Maintain legislatively mandated certification requirements for a School Safety Coordinator established by the MCSS
  • Ability to successfully complete required training and secure licensing as defined in Maryland law for a special police commission within three months of employment.
  • Able to lift 50 pounds on a recurring basis.

Nice To Haves

  • Experience in conducting formal safety and security threat and risk assessment of facilities preferred.
  • Active Assailant Trainer Certified
  • Experience with writing and managing grants.

Responsibilities

  • Create procedures and manage programs regarding safety, security and emergency management; develop emergency management, operations plans and practices for the schools and its campuses consistent with local, state and federal requirements and best practices.
  • Ensure development of Incident Action Plans and After Action Reports for all major planned and unplanned events.
  • Serve as the liaison between the School Board, Queen Anne’s County Sheriff’s Office and any additional local allied agencies to ensure efficient and effective management regarding established Memorandums of Understanding (MOU).
  • Establish emergency preparedness goals, priorities and comprehensive procedures for response to, reunification and recovery from emergencies and disasters.
  • Prepare and maintain school safety and emergency response plans and include regular safety drills, exercises and training to ensure compliance with the National Incident Management System (NIMS).
  • Oversee and supervise security services including School Resource Officers (SRO) and School Security Employees (SSE).
  • Coordinate emergency management planning with local governmental/law enforcement agencies and community organizations.
  • Participate in strategic planning, policy formation and major policy development related to school safety and intervention strategies.
  • Participate on all school safety committees.
  • Work closely with administrators to assess and determine school safety/security needs.
  • Promote and maintain standards for security conscious awareness and behavior.
  • Ensure emergency preparedness and safety issues are integrated with other safety, intervention and risk management programs.
  • Ensure dissemination of security related information to staff.
  • Distribute copies of school safety and emergency response plans to all school service emergency providers annually.
  • Stay abreast of developments in safety and emergency preparedness.
  • Read pertinent literature, attend meetings and conferences and participate in professional associations as appropriate.
  • Establish and maintain an active network of professional contacts.
  • Be available for weekly School Safety Conference Calls hosted by the Maryland Center for School Safety (MCSS)
  • Work in conjunction with Pupil Services to assist with procedures for residency registration compliance and verification.
  • Make home visits to verify residency as needed.
  • Review court petitions for guardianship and custody in order to make a school system recommendation to the court in writing and/or in person.
  • Coordinate assembly of necessary blueprints and diagrams for emergency response providers; these include but are not limited to chemical storage areas, electrical and water line locations and shutoffs, gas line locations and shutoffs, door evacuation locations and numbering, fire suppression equipment locations, and any other safety related equipment used in facilities.
  • Establish security for extra-curricular and special school events, when appropriate.
  • Provide input and recommendations for the locations of video surveillance, door access locations and visitor management.
  • Develop and conduct Emergency Operations Procedures training at individual schools
  • Assist administrators with the development and maintenance of All Hazards Crisis Management Plans.
  • Respond to administrator, parents, and SRO inquiries regarding emergency and security policies and procedures.
  • Analyze vehicle traffic patterns and address traffic concerns.
  • Review and replace safety signage at campuses
  • Other job related duties as assigned.
