About The Position

A Coordinator plays a vital role in the Right of Way Compliance Program. They produce training and other informational material and special projects for the group, as well as performing high-level and often complex code compliance work. Coordinators also arrange and attend meetings with other stakeholders and groups within the City that the Compliance Program collaborates with, ensuring cooperation and efficiency. The Utility Management and Compliance Division ensures safe and efficient mobility for all users of the public right-of-way by overseeing the restoration of PBOT assets, managing utility infrastructure, and enforcing compliance with permit conditions, city codes, and administrative rules.

Requirements

  • Experience in clearly presenting technical information in various forms, including written, oral, and graphic
  • Experience in conducting inspections, audits, or code enforcement activities
  • Ability to read and interpret complex permits, maps, and other technical documents; operate a variety of investigative equipment; apply field discretion to assess violations and develop solutions; remain calm and professional during verbal abuse or threats
  • Experience in designing and writing training materials, operations manuals, and/or informational material
  • A Class C driver's license and an acceptable driving record

Nice To Haves

  • Be fluent in two or more languages
  • Have a degree in public works administration, engineering, or a related field

Responsibilities

  • Respond to customer and public inquiries and complaints; explain and interpret codes, policies, standards, fees, and procedures to members of the public, contractors, engineers, architects, and other public or utility organization employees to resolve problems, improve their understanding of City programs, and ensure adherence to procedures in complex technical matters
  • Review a variety of plans and applications, e.g., traffic and parking control, utility services, and street improvement plans for conformance to regulations and standards to ensure public safety using knowledge of codes, master plans, and accepted practices; ensures compliance with all related code or administrative rules
  • Through independent onsite visits, collect field data, verify conditions, take measurements, note potential or developing problems, and make recommendations for needed actions based on code or administrative rules
  • Composes and maintains records for proper evaluation and documentation of code enforcement case management; prepares cases for fee assessments and code hearings
  • Develops and implements special projects for the work unit, including designing work approaches and appropriate policies and procedures as directed
  • Oversees the work of contractors; issues work orders as necessary; administers transactions with, and monitors performance of contractors.
  • Resolves policy and procedure questions; writes training and informational materials both for staff and outside stakeholders.
  • Coordinate the sharing of information to ensure consistency in unit messaging and branding of programs, services, events, policies, and procedures to increase public awareness of mission and goals
