Controls Integration Governance Lead – Data Center SCADA/BMS/EPMS What outcomes will you own? Every controls integration delivered on our large industrial and mission‑critical projects aligns 1:1 with EOR-approved designs and Owner standards. Subcontractors meet scope, schedule, quality, and documentation commitments with no scope creep. Commissioning and IST are planned, coordinated, and executed to completion with all records closed out. Commercial controls—SOV, AIA billing, change orders, and forecasts—are accurate and timely. ICS-layer data ingestion from BMS/EPMS into SCADA is validated and secure. The Challenge At Process Equipment & Controls (PEC), we deliver hyperscale data centers and other critical facilities where uptime and compliance are non-negotiable. We need a leader who can coordinate complex SCADA/BMS/EPMS integrations without writing code—someone who governs scope, mitigates risk, and ensures commissioning achieves Levels 1–5 as specified. What You Will and Won’t Do Will do: Act as PEC’s primary point of contact for SCADA, BMS, and EPMS subcontractors; orchestrate their work across phased construction, commissioning, and turnover; enforce the contract. Won’t do: Perform system design or programming. Subcontractor work is limited to configuration, implementation, integration, monitoring, visualization, alarming, and data presentation. Excluded from Subcontractor Scope (strictly enforced) Control system design services PLC, RTU, or OEM equipment programming OEM equipment logic development Relay protection configuration Arc flash studies Electrical construction or trade work Integration & Coordination Coordinate with PEC internal teams, other trades, commissioning agents, Owner representatives, and the EOR. Validate data ingestion from BMS/EPMS through the Integration Control System (ICS) layer into SCADA. Ensure SCADA configuration satisfies Owner and EOR cybersecurity requirements. Confirm that infrastructure, pathways, power, network, virtualization, and baseline cybersecurity controls are provided by others per subcontract assumptions. Commercial & Risk Management Run the formal change order process for deviations from EOR-issued documents. Detect and escalate scope gaps, conflicts, and emerging risks early. Review subcontractor Schedule of Values (SOV) and AIA billing for compliance and accuracy. Support cost forecasting, change tracking, and financial reporting for your scopes. Commissioning, Testing & Turnover Coordinate subcontractor participation in commissioning: SCADA: Level 2 through Level 5 commissioning BMS/EPMS: Level 1 through Level 5 commissioning Support IST planning and execution. Verify complete, high-quality documentation: SCADA configuration documentation Tag lists and point schedules Alarm matrices and priorities Graphics inventories Test scripts and test records As-built documentation Ensure training, system walk-throughs, and knowledge transfer are delivered per contract. Profile We’re Seeking Track record managing large-scale industrial automation, critical facilities, or data center projects. Subcontract management expertise with strong contractual and financial acumen. Proven ability to enforce scope boundaries and control risk. Solid understanding of SCADA, BMS, and EPMS architectures. Experience leading multi-discipline systems integration efforts. Clear, confident communicator with Owners, Engineers, subcontractors, and leadership. Technical Fluency SCADA platforms, including Ignition SCADA Rockwell / Allen-Bradley environments Protocols: BACnet, Modbus, OPC-UA, SNMP Strong preference for familiarity with data center operations, redundancy, and commissioning methodologies. Preferred Extras Hyperscale data center delivery experience Division 25 specifications and Integrated Systems Testing (IST) Experience delivering under an Engineer of Record (EOR) model
