About The Position

Garud is seeking a Contract Specialist to support the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) and the Office of Acquisition Management (OAQ) by managing the full procurement lifecycle, from requirements development and market research, to solicitation, evaluation, and award. This role ensures acquisitions comply with federal regulations, agency policies, and mission needs. The specialist prepares procurement documentation, coordinates with program stakeholders, analyzes contractor proposals, and provides guidance on contract strategy and best practices. Strong attention to detail, communication skills, and a solid understanding of federal acquisition processes are essential for success in this position. This position is on site at the Washington DC office 5 days a week and reports to the Program Manager. In general, work under this award shall be performed on weekdays between 7:00 am and 5:00 pm Eastern Time (ET), except for designated Government holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. It should be noted the contractor will not be reimbursed when the government facility is closed for the above reasons.

Requirements

  • Bachelor’s degree or seven (7) years of experience in the federal Government contracting environment, and possession of at least 24 hours of accredited college business credits (e.g., accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management).
  • At least five (5) years of documented “cradle-to-grave” experience in contracting positions supporting a Federal Government agency or entity.
  • Experience with government software and databases like FPDS and www.SAM.gov.
  • Experience reviewing spreadsheets and documents in various formats and the ability to apply different strategies when analyzing this information to make reasonable inferences or come to well-supported conclusions.
  • Demonstrates the ability to interpret and apply procurement regulations, including the Federal Acquisition Regulation (FAR)and/or other agency-specific regulations.
  • Demonstrated experience managing various data formats such as those created and maintained in Microsoft Office products.
  • Demonstrated experience with, at minimum, FAR 8, 12, 13, 15, and 16 contracting methods, to include Blanket Purchase Agreements and Indefinite Delivery vehicles.
  • Experience with federal-wide or multi-agency contract vehicles, including Federal Supply Schedules and/- DHS Strategic Sourcing Vehicles (e.g., GSA MAS, OASIS+, and other DHS enterprise contract solutions).
  • Experience independently preparing, briefing, routing and obtaining government clearances for acquisition documents (such as acquisition plans, solicitations, awards, justifications to limit competition, combined synopsis/solicitations), and completing other review processes in a timely fashion.
  • Experience with handling sensitive information (procurement, law enforcement, or other secure information).
  • Possession of excellent written and verbal communication skills plus strong analytical and organizational skills and abilities
  • Demonstrated ability to use the Microsoft Suite of software applications (e.g., Outlook, Word, Excel, Power Point, SharePoint, Outlook) to create and maintain documents and communications.

Nice To Haves

  • Experience with knowledge of and experience using government contract-writing software, such as PRISM is preferred.
  • Experience administering or awarding services contracts or awards for IT hardware             or software for law enforcement sensitive requirements is preferred for some positions

Responsibilities

  • Maintains and practices operational security (OPSEC) in the performance of daily duties and to report OPSEC issues or concerns.
  • Interprets and applies procurement regulations, including the Federal Acquisition Regulation and/or other agency-specific regulations.
  • Utilizes Federal Acquisition Regulation (FAR) 8, 12, 13, 15, and 16 contracting methods, to include Blanket Purchase Agreements and Indefinite and multi-agency contract delivery vehicles including Federal Supply Schedules and/- DHS Strategic Sourcing Vehicles (e.g., GSA MAS, OASIS+, and other DHS enterprise contract solutions).
  • Independently prepares, briefing, routing and obtaining government clearances for acquisition documents (such as acquisition plans, solicitations, awards, justifications to limit competition, combined synopsis/solicitations).
  • Analyzes proposed elements of cost to develop cost and profit pre-negotiation positions, developing documentation required to establish a competitive range,
  • Establishes a pre-negotiation position, responds to a protest, or completes required source selection activities.
  • Manages sensitive information (procurement, law enforcement, or other secure information).
  • Other duties as assigned
