About The Position

Under the general supervision of the Contracts Manager, this position analyzes agency contract requirements and ensures compliance. Develops, implements, and oversees processes and administration of established contracts. Evaluates and makes recommendations to submit RFP responses and provides recommendations to management, to include compliance with Ability One and Work Quest requirements as needed.

Requirements

  • High School Diploma or GED required. Degree preferred.
  • Minimum of 3 years related experience in development and administration of State and Federal contracts.
  • Demonstrate experience using MS Office and other applications on computer, tablet, or smartphone.
  • An equivalent combination of education and experience may be considered.
  • Bilingual (English/Spanish) required.
  • Must have and maintain valid driver’s license, proof of vehicle insurance coverage and must be insurable on Goodwill’s car insurance policy. Must pass periodic MVR checks.
  • Must possess excellent oral and written communication and interpersonal skills.
  • Basic knowledge of applicable federal state and local laws and regulations required.
  • Ability to handle stressful situations required.
  • Ability to multi-task in a fast-paced environment.
  • Strong listening and problem-solving skills.
  • Ability to work independently with minimal supervision and efficiently as part of a team.
  • Ability to manage and communicate effectively with persons with disabilities or barriers to employment as per the Mission of the organization.

Responsibilities

  • Coordinate and collaborate with Contracts Manager, Contract Specialist, and site supervisors on scheduling hours and monthly, quarterly, or semi-annual activities, in accordance with each contract.
  • Build and foster positive relationships with Ability One contacts Work Quest contacts, clients, potential customers, and appropriate procurement personnel.
  • Seek opportunities to develop new business with potential contractual agencies.
  • Ensures compliance with contract and program requirements, and reports information as needed to regulatory agencies (Ability One, Work Quest) and management.
  • Creates and maintains financial tracking of contract revenue. Prepares reports such as financial, operating, and statistical charts, graphs, and spreadsheets as necessary and requested by management.
  • Interpret federal and state regulations concerning contract regulations and guidelines related to contract specifications, management, and compliance.
  • Acts as a liaison between departments and contract customers in case of disputes, clarifications, and complaints. Recommends appropriate solutions in the event of unsatisfactory performance.
  • Audits expenses for each contract.
  • Ensures compliance with contract and scope of work requirements and reports information to the Contracts Manager and regulatory agencies such as Ability One and Work Quest.
  • Manages labor hour distribution in accordance with contract requirements.
  • Prepare and send monthly reports to the Contracts Manager.
  • Conducts pre/post and periodic evaluations of performance with each contract customer.
  • Ensure accommodations have been requested and approved for employee who request reasonable accommodations and that they are equitable for all individuals.
  • Coordinate documentation requirements for Safety and Loss Prevention, Human Resources and Accounting departments.
  • Maintains a high level of confidentiality.
  • Maintains schedule of workshops and orientations, coordinate, and stay abreast of regional activities to provide contract staff with up-to-date information.
  • Maintains contract statistics and provides weekly, monthly, quarterly reports to Contracts Manager, as required.
  • Create, monitor, and track a variety of reports and spreadsheets.
  • Ensure timely and accurate submission of timesheets to corporate Payroll office for prompt payment to employees.
  • May be required to enter a variety of data and/or information into various systems in an accurate and timely manner.
  • Perform duties of Contracts Specialist.
  • Perform other reasonable related duties as assigned by the Contracts Manager and other management as required. The company reserves the right to revise or change job duties as business requirements dictate.
