We are currently seeking a highly motivated individual to join our Procurement Team! Depending on the qualifications and experience, you may be considered for one of the following levels below. Applications will be accepted through April 3rd, 2026 COMPENSATION Level I - $5,150 - $6,437.50 monthly Hiring Salary Range: $5,150 - $5,793.75 monthly (starting salary will be within this range based upon qualifications) Level II - $6,180.00 - $8,045.83 monthly Hiring Salary Range: $6,180.00 - $7,112.92 monthly (starting salary will be within this range based upon qualifications) Plus a generous benefits package to include medical, dental, vision and 10% employer paid 401A through VOYA Financial. SUMMARY An employee in this classification assists with the management of contracts and procurement-related activities for the Ontario International Airport Authority (OIAA). Incumbents in this classification report directly to the Contracts Manager who is responsible for the implementation of OIAA’s contract and procurement program policies and practices. The Contracts Analyst prepares and manages a variety of agreements, including professional services agreements, construction services agreements, piggyback contracts, and related amendments, extensions, renewals, and terminations that divisions rely on to provide or receive services. Incumbents will conduct analytical studies in these and other areas of departmental operations, make recommendations to management and support the implementation of solutions. Additionally, the incumbent will participate in developing and implementing goals, objectives, policies, procedures, and priorities for the contract and procurement activities and operations.

Requirements

  • An understanding of principles and practices of public administration as applied to procurement processes, contracts, and grants administration and compliance.
  • Excellent writing skills with the ability to prepare clear and accurate legally binding agreements/contracts and compelling grant application proposals.
  • Understanding of federal grants and grant applications
  • Effective and persuasive communicator required to negotiate contract terms and contractor compliance.
  • The ability to perform complex, sensitive tasks involving the use of independent judgment and personal initiative to make decisions, develop solutions, and meet deadlines.
  • Proficient with procurement management modules.
  • Possess experience and a track record of accomplishment in performing analytical duties as a primary job function in the areas of contracts, bid/proposal, or grant management.
  • Strong customer service skills and the ability to work collaboratively with internal and external stakeholders.
  • Ability to follow written and oral instructions and apply complex policies and procedures accurately and consistently.

  • Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.
  • Bachelor's Degree in Public Administration, Business Administration, behavioral/social science, accounting/finance or a related field.
  • Computer skills for Microsoft applications (Word, Excel, Outlook, and PowerPoint)
  • Experience with procurement and contract ERPs
  • Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT

  • Experience with procurement and contract management systems, including platforms such as Workday, Workday Strategic Sourcing, Asana, or OpenGov.

Responsibilities

  • Recommends and establishes contract forms and procedures; develop and process bid proposals and agreements; review contract terms and monitor adherence; recommend solutions to contractual problems.
  • Develops and manage a variety of contracts for professional or consultant services, products, material purchases, etc.; draft contract terms and agreements; coordinate the review process with management, counsel, procurement department, vendors and other applicable parties; coordinate the approval process including Board Agenda Items (BAI) for contracts that require Board of Commissioner’s approval.
  • Interpret contract terms; review and coordinate with counsel on improvements to terms, conditions, and/or performance requirements for the betterment of OIAA.
  • Review expenditures and purchase orders; coordinate site visits and provide support in performance audits.
  • May draft bid proposals; research, analyze, and prepare specifications and conditions; negotiate and interpret contract terms and agreements; ensure compliance with contract terms.
  • May support the development and recommendation of various policies and procedures upon request; clarify and describe standard practices; design or improve forms to expedite procedures; and coordinate the publication and dissemination of information.
  • Prepare analytical reports, correspondence, and memoranda.
  • May assist in grant writing and FAA grant applications.
  • Assists with contract workflow activities through Designated Contract Administrators (DCAs) to assist in expediting purchase order processing and successor contracts.
  • Assists with the maintenance of the contract database in the OIAA’s Financial Management System (FMS) and prepares various reports to track expiration dates, renewals, requirements, timelines for successor contracts, and other miscellaneous authority information.
  • Notifies the Department’s DCAs of expiring contracts to facilitate the timely processing of extension options and successor contracts.
  • Consults with end-users to clarify data in contract documents and determine appropriate processing procedures.
  • Reviews specifications submitted by end-users for material, supplies, and equipment.
  • Maintains and updates contract files, procurement forms, and supplier packets.
  • Provides related training for contracted purchase orders, goods/service receipts, locating supplier contracts, and documentation required to establish new suppliers/contractors in the FMS.
  • Enters approved changes/amendments in the FMS to add products/services to existing contracts, extend contract terms, and adjust authority amounts.
  • Prepares letters, interdepartmental correspondence, and other documents concerning procurement matters.
  • Prepares paperwork for piggybacking other City government contracts, including the request to join contracts, supporting documentation, and establishing the agreement in the FMS.
  • Assists in improving the existing procurement procedures to expedite related processes.
  • May assist with the processing of documents associated with bid/proposal packages to include but not limited to Supplier Information Form, W-9, Affidavit to Accompany Bids/Proposals, and Conflict of Interest Disclosure Form.
  • Obtains approval from the Risk Division for Certificates of Insurance related to bids/proposals prior to contract issuance.
  • Responds to questions and instruct departments regarding the application of procurement procedures.
  • Assists in coordinating the resolution of procurement issues impacting accounts payable.
  • May assist with routing questions related to bids, proposals, and qualifications to appropriate personnel to obtain answers/responses in a timely manner.
  • May assist with preparing and uploading addenda-related correspondence in response to Requests for Information (RFI) on the procurement solicitation system.
  • Assists in ensuring compliance with the procurement policies and procedures with OIAA’s DCAs.
  • Provides vendor registration information to inquiring suppliers/contractors/firms for online access and bid notifications via OIAA’s eSourcing platform.
  • Does related work as assigned.
  • May occasionally be assigned to other duties for training purposes or to meet technological changes or emergencies.
