About The Position

South Bay Sandblasting & Tank Cleaning, Inc. (SBSBTC) is a shipyard-related subcontractor supporting U.S. Navy and prime contractor ship repair efforts. We are seeking a highly driven Contracts Administrator II with strong estimating and specification analysis experience to support contract execution, change management, and cost development across multiple ship repair projects. The Contracts Administrator II is responsible for managing contracts during execution, developing accurate estimates, reviewing technical specifications, supporting change management (IDRs/CFRs), and ensuring all internal departments meet contractual obligations related to scope, cost, and schedule. This position interfaces daily with operations, project management, accounting, and customers. Must be in San Diego California, we are not looking to relocate candidates at this time.

Requirements

  • Minimum 2+ years of experience in contracts administration and/or estimating within ship repair or shipyard environments
  • Strong experience reading and interpreting ship repair specifications, work items, and technical drawings
  • Proven ability to develop accurate, defensible estimates
  • Familiarity with Navy ship systems and shipyard processes
  • Proficient in Microsoft Office (Excel, Word, PowerPoint, Outlook)
  • Excellent written and verbal communication skills
  • Strong organizational skills with the ability to manage multiple priorities
  • Detail-oriented with a proactive, problem-solving mindset
  • Go-getter mentality - takes initiative, follows issues through to resolution, and does not wait to be told what to do
  • High school diploma or GED, B.A., Technical/Vocational trade school, or apprenticeship
  • Ability to read technical English is a must.
  • Must be authorized to work in the U.S.
  • Must be able to pass background screening to obtain access to all Shipyards.

Responsibilities

  • Manage Identification Deficiency Reports (IDRs) and Condition Found Reports (CFRs) from initiation through negotiation and closeout.
  • Identify contractual risk, scope gaps, and entitlement issues early and proactively.
  • Support mitigation of contractual disputes through documentation, analysis, and communication.
  • Review ship repair specifications, work items, drawings, and technical manuals to develop accurate cost estimates.
  • Prepare price proposals and estimates for tank cleaning, flushing, preservation, and related services.
  • Validate labor hours, material requirements, and subcontract costs.
  • Support negotiations with customers and prime contractors.
  • Receive, review, and validate customer purchase orders and delivery orders for accuracy, scope, and compliance.
  • Resolve discrepancies in accordance with company procedures.
  • Establish and maintain contract files and tracking logs.
  • Develop and maintain internal reports related to contract status, cost, and progress.
  • Assist with contracts cost and progress analysis in support of billing and revenue recognition.
  • Attend internal coordination meetings with operations, QA, and management.
  • Attend in-person and virtual meetings with customers and shipyard representatives.
  • Conduct occasional ship checks / walkthroughs to support estimating, scope validation, and change documentation.
