About The Position

The Contract Specialist is responsible for compliance of procurement, negotiating, contracting, and contract management for goods and services as directed by District standards, board policy, and state and local laws and regulations.

Requirements

  • Graduated from an accredited four-year college or university.
  • Five years of experience in contract management or a related field.
  • Certification from a professional purchasing/contract management organization, or be willing to obtain certification in a reasonable time.
  • Firm knowledge of procurement and contracting practices and principles
  • Excellent oral and written communication skills
  • Strong interpersonal skills
  • Skill in working within deadlines to complete projects and assignments
  • Ability to time manage and perform several tasks simultaneously while paying great attention to detail.
  • Solid understanding of business math and the ability to work with numbers in an accurate and rapid manner.
  • Ability to gather, organize, verify, compose, and/or analyze data.
  • Strong computer skills and proficiency in applications.
  • Must be customer service oriented.

Responsibilities

  • Uphold the District's mission statement and the purchasing code of ethics.
  • Demonstrate knowledge and ability to interpret governing laws and policies regarding public school purchasing.
  • Effectively write, edit, communicate, and negotiate features of contract requirements and terms.
  • Work cooperatively with District personnel to determine appropriate contracting procedures for the purchase of goods/services.
  • Serve as a liaison to ensure consistency in legal and fiscal requirements.
  • Administers supplier and independent contractor contracts by tracking deadlines, supplier performance, and other legal requirements of the contract.
  • Establishes and maintains complex files related to contracts and legal issues; maintains file integrity and confidentiality by adhering to organizational policies and procedures.
  • Maintains accuracy of contract management data and contracted supplier database.
  • Assist buyers with monitoring contract performance by examining data for compliance with terms of contract and policies.
  • May assist in preparation of specifications, negotiating contracts, contract renewals and amendments.
  • May assist in the coordination and facilitation of pre-proposal meetings, post-award briefings, team briefings, and evaluation scoring.
  • Maintain working relationships with vendors and assist in the evaluation of vendor contract terms.
  • Provide assistance and training on purchasing procedures to staff and vendors.
  • Expected to exercise a considerable amount of independent judgement and initiative in the performance of duties.
  • Demonstrate continuous effort to improve operations and processes.
  • Performs related duties as required.
  • Support and align work with the mission, vision, and beliefs of the district.
  • Follow and support board policies in areas of related responsibility.
  • Ensure district resources are managed effectively to maximize resources for student learning.
  • Share in the development and implementation of district success plans.
  • Actively participate in ongoing development to improve work quality and district contribution.
  • Model integrity, work ethic, and professionalism as a suitable example for LISD students.
