Performs highly advanced (senior-level) contract management functions for information technology contracts valued not to exceed $5 million. Serves as the single point of contact for agency communication with the contractor regarding all matters pertaining to the contract. Oversee contractor performance and ensure the contractor is held accountable for timely performance. Maintains the contract record in SCOR, the system of record. Reviews contract records of contract specialist III and IV positions for completeness. Assesses and mitigates contract risk independently. Oversee the contract through the contract lifecycle, ensuring all contract activities are completed timely. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Selected candidate must be willing to work from an HHS office located in Austin, TX designated by the hiring manager.

Requirements

  • Advance knowledge of state contract management requirements and best practices.
  • Advance knowledge of state procurement requirements and best practices.
  • Advance knowledge of information technology requirements and best practices.
  • Advance knowledge of business administration and accounting principles and practices.
  • Skill in the use of a computer and applicable software.
  • Advance ability to interpret regulations, statutes, administrative rules, policies, processes, and procedures.
  • Advance ability to negotiate.
  • Advance ability to evaluate performance.
  • Advance ability to evaluate fiscal data.
  • Advance ability to write and edit well.
  • Advance ability to communicate effectively.
  • Requires current specialized certification as a Certified Texas Contract Manager (CTCM) or the ability to obtain within 12 months of employment.
  • A minimum of three years of combined experience working directly in contract management or contract-related roles is required.

Nice To Haves

  • A minimum of three years of direct experience working with IT contracts as a contract manager is preferred.
  • Experience managing IT contracts for a state agency or other governmental entity is preferred.
  • Preference given to candidates with additional certifications such as Certified Texas Contract Developer (CTCD).
