About The Position

Under the supervision of the Manager of the Contract Accountability and Oversight Unit (CAO), the Contract Specialist IV (CSIV) provides advanced consultative and technical assistance to HHSC program staff, HHSC contract management staff and Local Intellectual and Developmental Disability Authority (LIDDA) staff. Work involves oversight and monitoring of contractual and program requirements for LIDDAs with HHSC. The CSIV conducts desk reviews and on-site reviews to determine compliance with rules, policies, and procedures. The CSIV routinely reviews and analyzes LIDDA performance data to assess risk of contract and program non-compliance and determines trends by reviewing, monitoring, and evaluating LIDDA contract deliverables (e.g., record reviews, review of policy and procedures, etc.). Conducts follow-up activities with LIDDA staff and reports analysis of data to HHSC Contract Management staff. At the conclusion of each on-site and/or desk review, the CSIV presents a verbal summation of all areas of non-compliance and provides consultative services and technical assistance to LIDDA staff as well as develops report of findings to be shared with LIDDA executive staff, stakeholders, and HHSC staff. Participates in unit and cross-agency workgroups related to LIDDA performance, functions, and planning. May assign and/or supervise the work of others while in a facilitator role within the review. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of the Texas state system for services and supports for people with intellectual and developmental disabilities (IDD)
  • Knowledge of LIDDA roles and responsibilities and related state and federal laws, regulations, policies, rules, and requirements
  • Knowledge of program planning, implementation, and evaluation
  • Skill in researching and analyzing information
  • Skill in managing multiple and competing priorities
  • Skill in working collaboratively and cooperatively with a variety of groups
  • Skill in establishing and maintaining effective working relationships and ability to work cooperatively in a team environment
  • Skill in the use of computer and related equipment, including the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs
  • Ability to prepare concise, accurate reports, memos, policies, and procedures, etc. and communicate effectively both orally and in writing
  • Must be a Certified Texas Contract Manager (CTCM) or complete the requirements to become a CTCM within 18 months of employment.
  • Bachelor's degree from an accredited university
  • A minimum of two years of experience working directly or indirectly serving individuals with an intellectual disability.

Nice To Haves

  • Prefer a minimum of two (2) years of experience working as a habilitation coordinator or service coordinator for the LIDDA.

Responsibilities

  • Facilitate, coordinate, and conduct on-site contract and program monitoring reviews of the LIDDAs’ performance to determine compliance with rules, laws, regulations, policies, and procedures, which includes record reviews and interviews with staff, individuals, and families.
  • Review supporting evidence regarding systemic and monitoring activities identified in plans for improvements.
  • Review and monitor the LIDDAs’ data and documentation about individual services, service delivery systems and the provision of the delegated functions (e.g., local planning, policy, and procedures).
  • Review and analyze the current and prior year report of findings to determine whether additional on-site reviews are required according to the performance contract.
  • Prepare for on-site, hybrid, or desk reviews.
  • Ensure that the General Revenue (GR), Texas Home Living (TxHmL), Preadmission Screening & Resident Review (PASRR), Home and Community-based Services (HCS), Permanency Planning and Community Living Options Information Process (CLOIP) samples are drawn and shared with LIDDAs for reviews.
  • Review critical incident reports and complaints.
  • Review corrective action plan (CAP) results from the previous year to determine the review period and identify and address consecutive findings of contractual non-compliance.
  • Develop and make travel arrangements.
  • Prepare and send announcement letters to the contract provider.
  • Make team assignments for monitoring reviews and prepare packets (e.g., agenda, interview activity information, CARE screens, and electronic review tool, review packets).
  • Review, monitor and evaluate LIDDA contract deliverables by reviewing evidence of compliance or review additional records.
  • Conduct desk-review of LIDDA performance of program and contract compliance by reviewing documentation for permanency planning for individuals under 22 years of age and CLOIP for residents in state supported living centers (SSLC).
  • Produce well-written reports (e.g., debriefings, develop comprehensive reports of findings related to review activities, develop corrective action documents).
  • Maintain current knowledge of all rules and policies as it relates to LIDDA program requirements to provide consultative services and technical assistance on a complex level to LIDDA staff and other stakeholders, HHSC staff, and DSHS staff.
  • Participate in unit and cross-agency workgroups related to LIDDA performance, functions, and planning.
  • Represent the department at meetings and conferences.
  • Work effectively with staff from LIDDAs and other external stakeholders.
  • Work collaboratively with other agency sections, departments, and divisions to resolve problems, create improved operating methods or procedures and to respond to agency needs.
