About The Position

Assists the Procurement/Contracting team with contracting and procurement functions of the River Authority, while following applicable laws, policies and procedures and ensure compliance. Manages vendor registration. Receives and processes employee requests for business cards and Procurement Cards.   Safety is #1 at the River Authority: We expect every employee: to 1) Strictly follow safety policies, rules, and safe work methods. 2) Promptly correct or report safety hazards or unsafe conditions. Requirements

  • Qualified candidates that possess a Bachelor’s degree and one (1) year of progressively responsible experience in government contract management and/or purchasing; or a combination of experience and education that results in the required knowledge, skills, may qualify for the Contract Specialist I position.
  • Qualified candidates that possess a Bachelor’s degree and thee (3) years of progressively responsible experience in government contract management and/or purchasing; or a combination of experience and education that results in the required knowledge, skills, may qualify for the Contract Specialist II position.
  • Qualified candidates that possess a Bachelor’s degree and five (5) years of progressively responsible experience in government contract management and/or purchasing; or a combination of experience and education that results in the required knowledge, skills, may qualify for the Senior Contract Specialist position.
  • If selected, level will be determined by Manager based on internal assessment of education and experience.
  • State of Texas CTCD certification or other recognized certification is required or obtained within first year.

Responsibilities

  • Prepare, under the mentorship and direction of the Team Lead, low-risk contracts, for routine goods and services using established templates, extensions, modifications and amendments, supplemental funding requests, key personnel notifications, close-outs, and other actions are handled promptly.
  • Administer third-party contract software(s) and ensure contract compliance and SWMBE reporting.
  • Ability to collect data from various systems and display in meaningful form or reports and take appropriate action in updating system with collected data.    Includes use of Microsoft Excel or working with internal resources to develop reports.

  • Processing of contract actions from entry to execution to include but not limited to manual entries into Agency’s financial software system and electronic signature systems under the mentorship and direction of the Team Lead.
  • Ensures purchasing policies and procedures are followed by the River Authority staff.
  • Communicates with internal/external stakeholders concerning procurement and contract matters. Provides guidance and takes appropriate action as needed.
  • Manages vendor databases.
  • Manages insurance certificates.
  • Ensure contracting files are complete and meets record retention requirements.
  • Consults with Team Lead/Procurement Supervisor to verify legal sufficiency of contracts and agreements.
  • Provides support and guidance to internal customers on the contracting process.
  • Document vendor performance and incidents through maintenance of database, log, or other method(s).
  • Ensures that all vendors, contractors, and professional service providers comply with the SWMBE policy established by the River Authority.
