About The Position

PCSI is looking for a Contract Property Administrator to support our team on Fort Sill! The Contract Property Administrator is essential to maintaining control and accountability for property used on PCSI's facilities maintenance contract on base. This role ensures accurate property records for receipt, storage, movement, and disposition of inventory in compliance with FAR and DFARS regulations. The Contract Property Administrator works closely with the Supply Manager, site leadership, and government agencies and supports record audits and inspections. This role is both physical and administrative - the Contract Property Administrator also tags items and moves materials using a forklift and other equipment as needed. We are looking for someone with experience in government property administration or other federal contract logistics/supply support. This position works on base at Fort Sill in Lawton, OK. Typical hours are Monday-Friday, 7:00am-4:00pm. Benefits Include: Annual bonus of up to 6%. 21 days of PTO per year, in addition to all federal holidays. Requirements

  • High school diploma or GED required.
  • Minimum of two (2) years of experience in government property administration or federal contract support required.
  • Intermediate knowledge of Microsoft Office applications and PC functions, with a focus on proficiency in Excel.
  • Strong organizational skills and attention to detail.
  • Demonstrated ability for long-term planning.
  • Demonstrated ability to perform multiple assignments concurrently.
  • Excellent written and verbal communication skills.
  • Ability to pass credit, criminal, drug, and driving screening.
  • Possess valid driver’s license and maintain good driving record.
  • Occasional travel for training or audits.
  • Ability to regularly move around areas of the work site, including warehouses, storage yards, and field environments.
  • If required, ability to obtain and maintain security clearance and base access to assigned site(s).

Nice To Haves

  • Proficiency with government property management systems (e.g., PIEE, GARMY and/or GFEBS, AESIP) preferred.

Responsibilities

  • Serve as the designated Property Administrator (PA) for assigned contracts, ensuring compliance with FAR and DFARS.
  • Maintain control and accountability over all government expendable and non-expendable property as well as all government furnished property assigned to the contract.
  • Monitor acquisition, receipt, records management, utilization, maintenance, storage, movement, physical inventory, and final disposition of property.
  • Supervise the identification, accounting/controlling, and disposing of excess and surplus property and material.
  • Screen all requisitions for new government furnished property (GFP) to ensure proper authorization & allowances and compliance with standard operating procedures.
  • Conduct annual cycle counts of all GFP/contractor acquired property (CAP) for contract.
  • Collaborate with PCSI managers and with PCSI subcontractors to ensure GFP/CAP compliance.
  • Maintain contract property records, audits, and property management system analysis (PMSA) documentation.
  • Report property losses in compliance with DFARS.
  • Support sub-hand-receipt holder changeovers and contract close-out procedures through inventory reconciliation and disposition planning.
  • Act as a liaison between contracting officers, internal departments (procurement, warehousing, operations), and government agencies.
  • Participate in property system planning discussions and support government audits and inspections.
  • Review and approve contractors’ property control procedures and systems.
  • Position includes administrative functions, not limited to submittals of Contract Compliance, inventories, and budget management.
