About The Position

This position serves as the Contract Program Security Officer (CPSO) / Facility Security Officer (FSO) for 2 Circle Consulting Inc. The CPSO/FSO will serve as the liaison between the government and internal customers, and the company. The ideal candidate will support 2 Circle Consulting Inc. by administering contract-specific security responsibilities, coordinating with government customers and internal stakeholders, managing access and indoctrination requirements, and overseeing sensitive compartmented information (SCI) requests, visits, indoctrinations, and required training in order to facilitate the mission and vision of 2 Circle, Inc.

Requirements

  • High school diploma or equivalent is required.
  • 2 - 4 years experience as a Contract Program Security Officer or working knowledge of Program Security Officer functions.
  • Experience with document control or working knowledge of document control functions.
  • Working knowledge of security manuals, directives, and Executive Orders NISPOM, ICD, DOD Manuals/Instructions, etc.
  • Working knowledge of DISS, JADE, and associated systems.

Nice To Haves

  • Experience managing a team focused on collaborative efforts and collective results.
  • 5 years of experience working with the following manuals: NISPOM, DoDM 5105.21, DoDM 5205.07 Volumes 1-4, ICD 700 series, RMF/JSIG.
  • Thorough understanding of DD-254 Implementation.
  • Ability to develop, implement, and maintain a multi-disciplined security program for complex, major acquisition programs.
  • Demonstrated knowledge of OPSEC, personnel, industrial, physical, and information security principles.
  • Proficiency with DISS, EPSQ/e-QIP.
  • Knowledge of MS Office suite software including Outlook, Word, Excel, and PowerPoint.
  • Certificate training in CDSE, desired.
  • Ability to build positive, collaborative relationships across teams and with external partners.
  • Effective communicator with strong verbal and written skills.
  • Proactive, self-directed work style with the ability to operate independently.

Responsibilities

  • Develop, implement and administer security programs and policies for program personnel and facilities.
  • Manage NISPOM, DoDM 5200.01 and DoDI 5200.48 related Program Security requirements to include physical, information, and personnel matters.
  • Ensure personnel clearances remain current
  • Review personnel security clearances and periodic reinvestigations
  • Maintain all personnel security clearance records
  • Maintain compliance with the US Government security regulations and directives.
  • Lead compliance assessment reviews and perform self-inspections to ensure compliance with government and company regulations.
  • Identify deficiencies and recommend / implement corrective action.
  • Develop and maintain security-related standard operating procedures (SOP), OPSEC plans, checklists, and appointment letters.
  • Develop and execute a training program for employees on security related topics
  • Maintain security database, conduct inquiries, and ensure compliance with regulations and requirements.
  • Complete security inspection checklists
  • Ensure compliance with regulations and requirements.
  • Responsible for document control functions to ensure proper marking and handling of classified data.
  • Maintain material accountability program, manage inventory of accountable material.
  • Ensure that all classified materials are compliant with regulations and directives governing classified information.
  • Prepare, review, manage and submit DD-254s.
  • Coordinate with Prime and manage Sub-Contractors to ensure security compliance with applicable regulations/requirements.
  • Manage the Program Access Requests (PAR) process
  • Facilitate documentation and program indoctrination.
  • Conduct indoctrination briefings for newly assigned personnel.
  • Manage sensitive compartmented information (SCI) requests, indoctrination, visits, and required training.
  • Work closely with the Physical Security office, DSCA, and OPM
  • Investigate and report security violations and adverse information reports with the appropriate security agency
  • Resolve other related program Security issues.
