About The Position

The Contract Manager (CM) supports the Department of Homeland Security-Federal Protective Service for the Internal Revenue Service (IRS) Protective Services Contract. The CM has full authority to act on all contract matters to ensure technical, cost, and schedule performance. This role requires a leader with demonstrated experience in managing and leading a team of professional armed security officers who provide physical security and emergency preparedness and response who is also adept at interacting with government personnel and ensuring compliance with various regulations and standards. This position is contingent upon contract award

Requirements

  • Five (5) years specialized experience; specialized experience includes project development and implementation from inspection to deployment; expertise in management and control of funds and resources using complex reporting mechanisms; and demonstrated capability in managing multi-task contracts or subcontracts of various typers and complexity.
  • The Contract Manager shall have a bachelor’s degree in any field of study or have substantial and verifiable law enforcement, military or business management experience, which demonstrates an individual’s capacity to effectively manage a security force and contract/task order equivalent to scope, magnitude, and complexity as described in this contract
  • Active Public Trust Clearance.
  • Working knowledge of a variety of computer software applications in word processing, spreadsheets, database (MSWord, Excel, Access, Powerpoint) and Outlook.

Responsibilities

  • Must be available to the government during normal working hours, within thirty minutes by telephone or in person to discuss deficiencies; after normal duty hours or on weekends and holidays, within two hours.
  • Act with full authority on all contract matters.
  • On-site during the Government’s regular working hours.
  • Provide contract deliverables and tracking expenditures.
  • Attend meetings when requested by the government.
  • Provide continuous assessment and evaluation of the contract’s performance and initiate appropriate corrective action as needed to ensure compliance.
  • Schedule staff and ensure all contract requirements are accomplished.
  • Track employees’ status of licenses, training, and certifications.
  • Responsible for armed security weapons procedures and storage requirements on federal property.
  • Demonstrate the ability to set priorities and meet deadlines.
  • Knowledge of federal audits and reporting.
  • Ensure responsive customer-focused services through direct communication, both internally and externally.
  • Other duties as assigned
