About The Position

Put your experience and talents to work in a role with a unique company - the Pacific Maritime Association (PMA). PMA is a non-profit mutual benefit corporation that serves as a multi-employer collective bargaining agent for approximately 75 shipping lines, stevedore companies and marine terminal operators in California, Oregon and Washington ports. West Coast port operations (including non-containerized cargo such as bulk and autos) now support 9 million U.S. jobs and contribute 12.5 percent of the U.S. GDP.    PMA’s primary purpose is to negotiate and administer labor contracts with the International Longshore & Warehouse Union on behalf of the Association’s member companies, as well as administrating payroll and certain benefits. Our headquarters and administrative office is located in San Francisco, California, with area offices in Southern California (Long Beach and satellite offices in San Diego and Port Hueneme) and the Pacific Northwest (Portland, Oregon and Seattle and Tacoma, Washington) in addition to Northern California (Oakland). SUMMARY  Under the general direction of the General Manager, Special Projects, the Contract Implementation Specialist manages, monitors, and ensures uniform and equitable application of the industry Contract Implementation.

Requirements

  • Five + years of experience with the ILWU-PMA Collective Bargaining Agreements.
  • Strong knowledge of Pacific Maritime Association (PMA) labor policies for the Southern California Area.
  • Five + years' experience in maritime operations.
  • Experience working with the ILWU workforce.
  • Strong attention to detail and communication skills.
  • At least five years of stevedoring and marine terminal management experience is required, 50% of which should be in Container Operations. 
  • Must be able to demonstrate a solid understanding of the ILWU collective bargaining agreements.
  • Excellent computer skills, including Excel and Microsoft Word.

  • Bachelor's degree from an accredited four-year college or university in a related field preferred.

Responsibilities

  • Monitor and Evaluate Compliance: Oversee and assess member companies' payrolling practices, supporting documentation, and workforce operations to ensure compliance with the ILWU-PMA Collective Bargaining Agreements and Pacific Maritime Association (PMA) labor policies for the Southern California Area.
  • Contract Implementation Oversight: Direct and manage the daily administration of the organization's Contract Implementation programs, ensuring alignment with established agreements and policies.
  • Employer Engagement and Training: Establish and maintain communication with employer groups in Southern California, develop a thorough understanding of terminal operations, and provide training as needed to support contract adherence.
  • Compliance Enforcement: Identify and challenge employer practices that do not align with labor contract agreements, advocating for corrective measures where necessary. 
  • Data Reporting and Analysis: Oversee the development and distribution of key operational metrics and reports for employers, department leadership, headquarters, and the Board of Directors. 
  • Audit and Compliance Review: Conduct and manage terminal audits to compile employer staffing statistics, comparing payroll documentation to labor contract requirements to ensure compliance.
  • Reporting Responsibilities: Prepare and deliver weekly and monthly reports on Contract Implementation activities and findings within the area.
  • Employer Relations: Conduct regular meetings with employer representatives to address contract implementation challenges and compliance concerns.
  • Committee Reporting: Report contract violations and non-compliant pay practices of member companies to the Sub-Steering Committee.
  • Statistical Analysis: Provide member companies with data on the work patterns of their steady ILWU employees, including associated labor costs relative to actual work performed and guaranteed pay.
  • Labor Relations and Training Liaison: Liaison between LR and Training to update, track and schedule longshore workforce requests for Safety Classes and PIT Equipment Training. Communicate to LR when an individual has completed or fails to complete training courses.
