About The Position

This is professional services work primarily responsible for IDEA (Individuals with Disabilities Education Act) grant fiscal reporting and internal controls for the federal formula IDEA grant- School age and Part B. This position will work under the supervision of the Public Service Coordinator I - Services Finance and Data Coordinator to monitor, review, and assist with procedures and activities associated with the ongoing management of IDEA fiscal funding regulations, compliance and reporting requirements.

Requirements

  • Knowledge of generally accepted grant accounting practices and fiscal management.
  • Knowledge of state and local education agencies and their compliance with federal formula grant requirements.
  • Knowledge of current digital grant management systems analysis, processes, and software.
  • Knowledge of information/data management systems.
  • Ability to analyze and interpret laws, rules, and regulations.
  • Ability to identify and effectively deploy resources to support program efforts.
  • Ability to use digital communications (i.e., Internet, Web) including electronic grant management and e-mail systems, both laptop and desktop computer systems, word processing and data analysis software.
  • Ability to apply and facilitate group dynamics and exemplary interpersonal skills.
  • Ability to establish and maintain effective collaborative working relationships.
  • Ability to communicate effectively orally and in writing.
  • Education, training, and/or experience demonstrating competence in contract or grant administration.

Responsibilities

  • Assists with the processing and management of digital grant applications, financial reports and fund reimbursement requests in order to ensure grant compliance, completeness, and accuracy.
  • Assists in the management of IDEA grant financial statuses and funds reimbursement processes of Maine school administrative units (SAUs) in Maine DOE’s digital grant management system to identify trends and issues impacting the fiscal aspects of IDEA funds.
  • Identifies financial data and reporting time frames to agency managers for decision-making purposes and develops financial management information reports to keep managers updated on financial status of IDEA grant funds.
  • Participates in the fiscal review and management of annual SAU IDEA grant award applications and end of year reporting for IDEA funds.
  • Assists with annual IDEA grant fiscal monitoring and risk assessment processes and activities.
  • Works collaboratively with the Special Services Division Director, Finance and Data Coordinator, other Finance and Data team members and Maine DOE Finance and Data division team members to achieve IDEA program goals, fiscal monitoring and compliance.
