About The Position

Under the general direction of the Chief Procurement Officer, monitors and evaluates contracts for compliance to the County’s small minority-owned business enterprises/women-owned business enterprises program (MBE/WBE) and contract terms. Works independently and manages a large caseload of contracts from inception to contract closeout; monitors contracts for compliance, accuracy and progress; conducts detailed review and reporting; attends and participates in pre-submittal bid and proposal meetings; and conducts initial and detailed review of bid, proposal, and/or contract submittals for compliance to the MBE/WBE Program. Performs other duties as assigned.

Requirements

  • Possession of a High School Diploma or General Education (GED) certification is required.
  • Seven (7) years of full-time work experience in reviewing, monitoring and reporting of minority- and women-owned business enterprise contract participation; contract compliance; or a supplier diversity program is required.
  • Valid driver’s license is required.
  • OR
  • Graduation from an accredited college or university with an Associate’s Degree is required.
  • Five (5) years of full-time work experience in reviewing, monitoring and reporting of minority- and women-owned business enterprise contract participation; contract compliance; or a supplier diversity program is required.
  • Valid driver’s license is required.
  • OR
  • Graduation from an accredited college or university with a Bachelor’s Degree is required.
  • Three (3) years of full-time work experience in reviewing, monitoring and reporting of minority- and women-owned business enterprises contract participation; contract compliance; or a supplier diversity program is required.
  • Valid driver’s license is required.

  • Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.
  • Knowledge of contract administration and management.
  • Knowledge of managerial systems, methods and organizational procedures.
  • Skill interacting and communicating effectively with clients and vendors related to MBE/WBE certification and contract compliance matters.
  • Skill utilizing Microsoft Office Word, Excel and other statistical software programs and databases.
  • Skill identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in the application of modern management methods and procedures to address administrative problems/conditions.
  • Ability to analyze problems in reaching practical and logical conclusions.
  • Ability to effectively communicate both in written and verbal formats.
  • Ability to understand the implications of new information for both current and future problem-solving and decision-making.
  • Ability to understand, interpret and apply laws, rules and regulations.
  • Ability to collect data for preparation of reports and presentations such as MBE/WBE participation on County contracts, budget expenditures and statistical records of performance.
  • This position requires moderate to extensive travel to work assignments throughout Cook County.
